EDITORIAL POSTAL CRUSADER: MARCH-2013

STRIKE IS OVER, BUT THE STRUGGLE WILL CONTINUE.

WE ARE ON THE RIGHT PATH

          The two days historic strike that shook the country is over. About twelve crores workers participated in the strike. About ten lakhs Central Government employees including five lakhs postal and RMS employees joined the mass upsurge of the Indian working class. In many states the strike turned into total bundh and in other parts of the country also it affected all the sectors of industry and other service sectors. The total unity and commitment exhibited by the entire trade unions has no parallel in the history of our country.

          The Central Government tried to ignore or underestimate the strike in the initial stage. But the largest mobilistaion of the workers throughout the length and breadth of the country, compelled the Government to negotiate with the leaders at last minute. The first round discussion held with the cabinet Minister for labour, Sri Mallikarjun Kharge and second round discussion with the Group of Cabinet Ministers headed by Sri. A. K. Antony, Defence Minister, failed as the Government simply sought more time and was not ready to settle any of the demands raised by the unions and appealed the leaders to call off the strike. The Secretary, Department of Posts also made a similar appeal to call off the strike, even when the main demands raised by the Postal JCA (NFPE & FNPO) remained unsettled.

          In addition to the demands raised by the Central Trade Unions, the Confederation of Central Government Employees & Workers and the Postal JCA has raised the demands of constitution of seventh Central Pay Commission, merger of 50% DA with pay, removing the restriction on compassionate appointments, filing up of all vacant posts, Departmentalization of GDS and related issues, Revision of wages of casual labourers and regularization, scrapping of PFRDA bill, raising the bonus ceiling limit, grant of five promotions, OTA revision, abolition of posts, outsourcing, contractorisation, privatization, cadre restructuring etc. also in the strike notice served to the Government and the Department of Posts. Government was not ready to settle any of the above demands and hence the question of calling off the strike did not arise at all.

          In the Postal the strike was conducted under the banner of Joint council of action (JCA) comprising NFPE & FNPO. The Strike was near total in majority of the circles and about 60 to 80% in the remaining circles. The entire Postal and RMS services were paralysed for two days. Both Departmental employees and Gramin Dak Sevaks exhibited perfect unity in the strike. NFPE and its affiliated unions including GDS had already conducted a one day strike on 12^th December 2012. Naturally, there was apprehension about successfully organizing two days strike within a short span of two months. But the mass scale participation of the employees in the two days strike proved that workers are ready even for still higher form of action, if the Government is not ready to settle their genuine and legitimate demands.

          What next is the question before us and working class of our country. Even though the two days strike is over, we have no other go, except carrying forward the struggle with added vigour taking inspiration from the mass sanction and determination of the workers at large. There is no short cut. As correctly pointed out by Late Com. K. G. Bose who revolutionized the P&T Trade union movement- “the organized trade union movement has drawn lessons that all illusions about the Government policies should be given up and has come to the conclusion that it is not a question of appealing to the sense of injustices of the Government, but the relative strength of the organized movement and the forces combating it, which will decide their future”.

          The Government and the ruling class will try their best to implement their policies by retaining the power and their supremacy over the people of the country and working class. But history has taught us that they cannot continue their anti-people, anti-worker policies forever. A day will come and the balance of power will definitely change in favour of the toiling masses of this country and the ruling class and their neoliberal policies will be thrown to the dustbin of history and an alternative force with alternative policies shall emerge defeating the policies of the present day ruling class. The alternative policy will never be the imperialist globalization polices. It will be a policy which will lead us to the path of socialism. That day shall come, no sooner than later. Such a change is not easy. We have to suffer and be ready for bigger sacrifices. NFPE is committed to this task.

          The power-that-be should not be under the illusions that the working class will not go for another strike in the near future. They should clearly understand that-“the fire that is burning with flames and the fire that is burning beneath the ashes, are both fire”. The fire beneath the ashes may burst out at any time again as a wild fire. The growing anger, protest and discontentment among the common people and workers may burst out at any time. No Government on earth can withstand such a mass upsurge of the common people and the toiling masses. Government should take note of the writings on the wall. Brutal killing of the workers, severe victimizations and using the force to suppress the protest, may not succeed.

          Comrades, the path before us is not full of roses, but full of obstacles and of sufferings. But we are sure that at the end of the tunnel, there will be light. If winter comes, can they prevent the onset of the spring? Let us move forward unitedly with the working class of our country and let us loudly proclaim without any hesitation that – “We are on the right path”.

The postal department plans to enter the banking business with the Reserve Bank of India deciding to grant new bank licences to entities with credible track-record.

Consultant appointed

Sources said the Department of Posts, which has a strong foot print in rural areas, has appointed Ernst and Young (E&Y) as the consultant for the proposed ‘Post Bank’

“Ernst and Young is expected to submit a detailed project report by April, after which all the necessary measures will be taken up to apply for banking licence,” a source at the Ministry of Communications and Information Technology told PTI.

The sources added that the Department of Post (DoP) might need Cabinet approval for setting up Post Bank of India.

Of the 1.55 lakh post offices in the country, around 24,000 district offices may be ready to offer banking services in the next two years.

The DoP is in process of setting up 1,000 ATMs.

“Post Bank shall not only take care of the banking needs of the rural poor but shall also converge with micro-insurance and micro-remittance services of the DoP,” the source said.

As per data shared with Parliament, there were over 26 crore operational small savings accounts in post offices as on March 31, 2012, having deposits worth Rs.1.9 lakh crore.

RMS  பகுதியில்  நாகர்கோயில் திருநெல்வேலி  தவிர அனைத்து பகுதிகளிலும் வேலை நிறுத்தம் முழுமையாக  நடைபெற்று வருகிறது. அந்தப் பகுதித் தோழர்களும்   இன்று இரவு இணைய உள்ளார்கள். RMS  T  டிவிஷனில் உள்ள அனைத்து அலுவலகங்களும்  நேற்று இரவு 12.00 மணிக்கு முழுமையாக மூடப்பட்டன.

and RMS offices including Branch Post offices will be completely 
closed for two days. Ensure cent per cent success.

Unions refuse to relent on strike call, talks with ministers collapse

Eleven Central trade unions tonight stuck to their call for a two-day nation-wide strike from Wednesday after talks with senior ministers convened at the instance of Prime Minister Manmohan Singh failed.

Rejecting the prime minister’s appeal on Sunday to the unions to call of the stir, the trade unions said the panel of ministers failed to give them any concrete proposal and that not even one of their demands were accepted.

"The strike is on… They are only asking for time. They say they will study the demand and will give proper reply or take necessary action later on… We said it is not possible, there should be some concrete decision over demands of the workers," INTUC President G Sanjeeva Reddy told reporters.

INTUC is affiliated to the Congress.

AITUC General Secretary Gurudas Dasgupta also endorsed Reddy’s views.

The two-hour long meeting was attended by representatives of all the 11 trade unions.

Prime Minister Manmohan Singh had on Sunday appealed to the unions to call off their strike as it would cause loss to economy besides inconvenience to people and offered talks.

The Prime Minister had requested his senior Cabinet colleagues A K Antony, Sharad Pawar and P Chidambaram besides Labour Minister Mallikarjun Kharge to hold discussions with the union leaders.

Finance Minister P Chidambaram could not attend the meeting because of ongoing budget meetings.

The meeting took place in Antony’s office at the Defence Ministry.

Reddy also said that government failed to offer any alternative to their call for strike.

"If no demand is settled and no concrete assurance is given, it is very difficult for the trade unions to withdraw or postpone the strike," he said.

Asked what were the offers given to unions from the government, he said, "No offer, they wanted more time. We said we have already given two years time. We placed the demands three years before, so three years time we already gave, so there is no question of giving more time."

The government could not give any concrete assurance on any one single demand,he said, adding therefore we are sticking to our strike plan.

The 10 demands mainly related to checking of price rise, generation of employment, halting of disinvestment in public sector enterprises and implementation of labour laws.

நாடு தழுவிய அளவில் 10 கோடி தொழிலாளர்களுக்கு மேல்  , எந்த வித அரசியல் பாகுபாடும் இல்லாமல் எதிர் வரும் பிப்ரவரி 20 மற்றும் 21 தேதிகளில் நடைபெறவுள்ள  48 மணி நேர வேலை நிறுத்தத்தில் பங்கு கொள்ள உள்ளார்கள். 

ஆளும் கட்சியான இந்திய தேசிய காங்கிரசின் அங்கீகரிக்கப் பட்ட தொழிற் சங்கமான INTUC  இந்த வேலை நிறுத்தத்திற்கு அழைப்பு விடுத்திருப்பதும் அதன் இணைப்பு சங்கமான  அஞ்சல் பகுதியின் FNPO  இந்த வேலை நிறுத்தத்தை முன்னின்று  நடத்துவதும் இதற்கு உதாரணமாகும். எப்போதும் தனியே நிற்கும்  தோழர். மகாதேவையா தலைமையில் ஆன AIPEDEU  சங்கமும்  இந்த வேலை நிறுத்தத்தில்  தன்னை முழுமையாக ஈடுபடுத்திக் கொண்டுள்ளதாக அவரது வலைத்தளத்தில்  வெளியிட்டுள்ளார் என்பதும் இங்கு  குறிப்பிடத்தக்கது. 

மத்திய அரசின்  தனியார் மயக் கொள்கைகளை தடுத்திட நாம் தொடர் போராட்டங்கள் பல காலமாக நடத்தி வந்துள்ளோம். NATIONAL  POSTAL POLICY 2012 என்பது அறிவிக்கப்பட்டு , PPP  என்று சொல்லப்படும்  PRIVATE -PUBLIC -PARTNERSHIP  என்ற கொள்கை அஞ்சல் துறையில் தன்னிச்சையாக அறிவிக்கப் பட்டுள்ளது உங்களுக்கு தெரிந்திருக்கும். INDIA  POST  வலைத்தளத்தில் இது பிரசுரிக்கப்பட்டுள்ளது. 

இந்த சூழ் நிலையில் தனியார் கூரியர் நிறுவனங்களுக்கு அஞ்சல் சேவையில் பங்கு என்பது  தற்போது பிரகடனப் படுத்தப் பட்டுள்ளது.  ஒவ்வொரு அஞ்சலகத்திலும்  கூரியர் நிறுவனங்களுக்கு இடம் ஒதுக்கிக் கொடுக்க இந்த வரைவு வழி வகை செய்துள்ளது . இதனை நாம் எதிர்க்க வேண்டிய  கட்டாயத்தில்  உள்ளோம். நாம் மட்டுமே தனியாக போராடினால் மத்திய அரசின் கொள்கை முடிவுகளை எதிர்த்திட முடியுமா என்பதை உங்களின் சிந்தனைக்கு விடுக்கிறோம். 

நாடு முழுதும் உள்ள கோடிக்கணக்கான  மத்திய, மாநில அரசு ஊழியர்கள், பொதுத் துறை ஊழியர்கள், வங்கி ஊழியர்கள் , அமைப்பு சாரா ஊழியர்கள், பாதுகாப்புத்துறை ஊழியர்கள்  திரண்டெழுந்து போராடும் போது  நாம் மட்டும் ஒதுங்கி நின்று வேடிக்கை பார்க்கலாமா ?

இந்த வேலை நிறுத்தத்தில் கலந்து கொள்ளாமல் , பிறகு பார்த்துக் கொள்ளலாம் என்றிருந்தால்  , நாம்  போராடும் போது  எவர் வருவார் என்பதை  சிந்திக்க வேண்டுகிறோம் .

எப்போதும் போல  நம்மில் ஒரு சிலர்  இது அரசியல் கட்சிகளின் போராட்டம் என்று கூறி ,  ஊழியர்களை  பிளவு படுத்த நினைப்பது எந்த வகையில் சரி என்பதை  உங்களின் சிந்தனைக்கே  விடுகிறோம் .  

நாளை BSNL  போல நமது துறையும்  சீரழிக்கப் படும்  . BSNL  ஊழியர்கள் , அவர்களது துறை காக்க போராடும் காலமெல்லாம்  அதனை கொச்சைப் படுத்திய  சில பிளவு வாத சக்திகள் , இன்று  4 ஆண்டுகளாக அந்த ஊழியர்களுக்கு BONUS  நிறுத்தப் பட்டுள்ளதற்கு  என்ன பதில் சொல்வார்கள் . போதிய நிதி இல்லை என்று கூறி BSNL  இல்  மாத சம்பளமே சில மாதங்களுக்கு முன்னர் நிறுத்தப் பட்டது உங்களுக்கு நினைவிருக்கும் . அவர்களுக்கு LTC  கிடையாது . தற்போது ஒரு லட்சம் ஊழியர்கள் உபரி என்று அறிவிக்கப் பட்டு  VRS  இல் செல்ல நிர்ப்பந்திக்கப்  படுகிறார்கள் 

இது போல நமது துறையிலும் , கூரியர் நிறுவனங்களுக்கு கதவு திறந்து விடப்பட்டு , CBS  திட்டம் மூலம்  கிளை அஞ்சலகங்கள் வரை centralised  server  உடன்  இணைக்கப் படுமானால் ,  துணை  அஞ்சலகங்களில் வேலை  பாதியாகக் குறையும் .  தலைமை அஞ்சலகங்களில் SBCO,  SO SB BRANCH, MO PAID BRANCH   போன்றவை இருக்காது .

 ECS  மூலம் சம்பளம் உட்பட அனைத்து  ஊழியர்  BILL களும் பட்டு வாடா செய்யப் படும் போது  ACCOUNTS  BRANCH  எப்படி  இருக்கும் ?  அப்போது  ஊழியர்கள் உபரி என்று  இந்த இலாக்காவும் , அரசாங்கமும் அறிவிக்க எவ்வளவு நேரம் ஆகும் ?  BSNL  போல  நமக்கும்  போனஸ்,  சம்பள  நிறுத்தம் வருமா வராதா ?  இந்தக் கொடுமை எல்லாம் எதிர்க்க வேண்டிய கடமை நமக்கு இருக்கிறதா இல்லையா ? இதனை எதிர்க்க இந்திய தேசமெங்கும்  அனைத்து பகுதி ஊழியர்களும் அணி திரளும் போது 

நாம் மட்டும் ஒதுங்கிக் கொள்ளலாம் என்று சிலர் பிரச்சாரம் செய்வது   கோழைத்தனமா ?  குழு மனப்பான்மையா ?

பொது நன்மை தேவையா ?  தனி மனிதர்களின் விருப்பு வெறுப்பு  தேவையா ?சித்திக்க வேண்டுகிறோம் .  இன்று 10 கோடி பேருடன் இணைந்து  போராட வில்லையானால் , நாளை   தனியே போராடி மட்டும்  தலைகீழாக  மத்திய அரசின் கொள்கை முடிவுகளை புரட்டிப் போட்டுவிட முடியுமா ?  ஒவ்வொரு துறையிலும் ஊழியர்கள் பாதிக்கப் படும் போது , ஆங்காங்கே போராடி  தடுக்க முடியாத போது , தற்போது  அனைத்து பகுதி ஊழியர்களும் ஒன்று  திரண்டுள்ளோம் !

இன்றில்லையேல்  என்றும் இல்லை ! 

களம் இறங்கிப் போராடுவோம் !

போராட்டத்தை முழு வெற்றியாக்குவோம் !

CENTRAL TRADE UNIONS DECIDE TO GO AHEAD WITH THE TWO DAYS STRIKE.

Cabinet Minister for Labour Shri Mallikarjun Kharge and Minister of States for Labour Shri Kodikkunnil Suresh held discussion with Central Trade Union leaders on 13.02.2013 on the Charter of Demands. Discussion failed as Government is not ready to concede the demands.

All Trade union leaders unanimously decided to go ahead with the Strike = M. Krishnan, Secretary General, NFPE.

ஏழாவது ஊதியக்குழு அமைக்க வேண்டி எதிர் வரும் பிப்ரவரி 20 மற்றும் 21 தேதிகளில் நாடு தழுவிய 48 மணி நேர வேலை நிறுத்தம் அனைத்து தொழிற் சங்கங்களாலும் அறிவிக்கப்பட்டுள்ளது. இதனை ஒட்டி ஏழாவது ஊதியக்குழு அமைக்கப் படும் என்ற எதிர்பார்ப்பு ஊழியர் மத்தியில்  உள்ளது.  அப்படி அமைக்கப் படும் பட்சத்தில்  புதிய ஊதிய விகிதம் என்னவாக இருக்கும்  என்பது குறித்து  ஒரு பார்வை :-

Obviously it is simple thing, we can say it a mathematical coincidence that we have in common in all previous pay commission, but we cannot neglect this. Because it was there, every time it is noticed that the revised pay was approximately three times higher than its pre revised pay. Apart from all the factors which has been used to determine the pay revision, we can use this simple formula ‘common multiplying factor’ to know the 7th pay commission pay scale . If next pay commission prefer to continue the same running pay band and grade pay system for seventh pay commission also, the pay structure may be like the following projected figures given below, using common multiplying factor ‘3’. The Following is only the projected figure using common multiplying factor ‘3’
