HOLIDAY/SUNDAY DUTY ORDERS WITHDRAWN

அன்புத் தோழர்களுக்கு வணக்கம். 29.03.2013 மற்றும் 31.03.2013 ஆகிய  விடுமுறை நாட்களில் தமிழகத்தின் பல பகுதிகளில் , குறிப்பாக  காஞ்சிபுரம் கோட்டம்  மற்றும் மேற்கு மண்டலத்தில் உள்ள அனைத்து கோட்டங்களிலும் , ஊழியர்கள் முழுமையாகப் பணிக்கு வரவேண்டும் என்று தலைமட்ட அதிகாரிகளால் உத்திரவிடப்பட்டது. இது குறித்து காஞ்சி கோட்டத்தில் இருந்து முதல் புகார்  NFPE  மற்றும்  FNPO மாநிலச் செயலர்களுக்கு கிடைக்கப் பெற்றவுடன்  இது குறித்து CPMG  இடம் பேச மாலை 04.30 மணியளவில் அஞ்சல் மூன்றின் இரண்டு  மாநிலச் செயலர்களும்  சென்றோம். இதற்குள் கோவை மண்டலத்தின் பல பகுதிகளில் இருந்து இதே போல பல புகார்கள்  இருவருக்கும் வந்தன. CPMG  இல்லாத காரணத்தால் DPS  HQ  அவர்களிடம்  கடிதம் அளித்து விவாதித்தோம். அவர் உடன்  மாநில அலுவலகம் மற்றும் மண்டல அலுவலகங்களை தொடர்பு கொண்டு  நேரிடையாக  இது குறித்து விசாரித்தார்.  அப்படி எந்த ஒரு உத்திரவும் CPMG  அலுவலகத்தின் எந்த ஒரு பகுதியில் இருந்தும்  அல்லது CCR  மற்றும் மேற்கு மண்டலத்தின் எந்த ஒரு பகுதியில் இருந்தும்  அளிக்கப் படவில்லை என்பதை உறுதி  செய்த அதே நேரம்  தல மட்டத்தில் அப்படி உத்திரவு இடப்பட்டிருந்தால் உடன் விலக்கிக்  கொள்ள  உரிய  உத்திரவு இடப்படும் என்பதை  தெரிவித்தார். அதன் படியே அடுத்த 10 ஆவது  நிமிடத்தில் கீழ் மட்டத்தில் இடப்பட்ட உத்திரவுகள் உடன் விலக்கிக் கொள்ளப் பட்டன. ஊழியர்கள் பிரச்சினைகளில் -  தேவைக் கேற்ப அவ்வப்போது CPMG  இடம்  எடுத்துச் சென்று  உடன் தீர்த்து வைத்திட முனைப்புடன் செயலாற்றும் அதிகாரியாக  நமது DPS  HQRS  அவர்கள் உள்ளார்கள் என்பதை நாம்  மனமாரப் பாராட்டுகிறோம். அவருக்கு நம்  நன்றி. 

'தடி எடுத்தவரெல்லாம் தண்டல் காரன்'  என்ற பழ மொழிக்கு இணங்க தமிழகத்தின் பல பகுதிகளில்  தான்தோன்றித்தனமாக  பல அதிகாரிகள் இது ஏதோ LIMITED  COMPANY  போல தற்போது  செயல் பட ஆரம்பித்துள்ளனர்  என்பது  இங்கு சுட்டிக் கட்ட வேண்டியுள்ளது.  

CPMG  அவர்களின் மாநில நிர்வாகத்திற்கு  அடிக்கடி இப்படி களங்கம் ஏற்படுத்துவது மட்டுமல்லாமல் , இலாக்கா விதிகளுக்கும்  , அடிப்படை சட்ட விதிகளுக்கும் மாறாக செயல் படும்  இப்படிப் பட்ட அதிகாரிகளை  இப்படியே  அனுமதித்துக் கொண்டிருக்க கூடாது  என்பதை மாநில நிர்வாகத்திற்கு வேண்டுகோளாக வைக்கிறோம். 

இப்படியே போனால் தினம் தினம் போராட்டம் , தினம் தினம் ஆர்ப்பாட்டம் என்று ஊழியர் சக்தி வீணடிக்கப் படுவது மட்டுமல்லாமல் , நிர்வாகத்தின்  நேரமும் வீணடிக்கப் பட்டு  தொழில் அமைதி கெட்டு ,    மாநில நிர்வாகத்தின் நற்பெயருக்கு  களங்கம் ஏற்படும் என்பதை  இந்த வலைத்தளத்தின் மூலம் சுட்டிக் காட்டுகிறோம்.  உரிய அதிகாரிகள்   CPMG  அவர்களின் பார்வைக்கு  இந்த செய்தியை கொண்டு செல்ல வேண்டுகிறோம்.

மூளையில் ஏற்பட்ட ரத்தக் கட்டு காரணமாக  இரண்டு மாதங்களாய்  நினைவு தவறி இருந்தார். இரண்டு முறை அறுவை சிகிச்சை செய்யப் பட்டும் பலனின்றி  இன்று அதிகாலை  உயிர் துறந்தார். 

அனைவரிடமும்  இனிமையாகப் பழகக் கூடிய ஒரு சிறந்த பண்பாளர் . 
ஓடிச் சென்று அனைவருக்கும் உதவக்கூடிய  சுறுசுறுப்பான செயல் வீரர். 

தொழிலாளர் பிரச்சினையை தனது சொந்தப் பிரச்சினையாக எடுத்துக் கொண்டு அதைத் தீர்த்து வைப்பதில் அதீத ஈடுபாடு காட்டக் கூடியவர் .பிரச்சினை தீரவில்லையெனில்  அது குறித்து அதிகம்  கவலை கொண்டு இருப்பார்.  இப்படி ஒரு பொது நோக்காளரை  நாம் இழந்து விட்டோம். குறிப்பாக தமிழக அஞ்சல் மூன்று சங்கம்  இழந்து விட்டது.  இது நமது இயக்கத்திற்கே  பேரிழப்பாகும். 

அவரது பிரிவால் வாடும் அவரது துணைவியார், பிள்ளைகள்  மற்றும் குடும்பத்தாருக்கு நம் மாநிலச் சங்கத்தின் ஆழ்ந்த  இரங்கலைத் தெரிவித்துக் கொள்கிறோம் .  அவரது ஆன்மா  சாந்தியடைய  நமது இதய பூர்வமான வேண்டுதல்களைத் தெரிவித்துக் கொள்கிறோம்.
அவர் தம் பணி  நம் நினைவில் என்றும்  நீங்காது இடம் பெற்றிருக்கு

GDS BENEVOLENT FUND




   The following changes have been made in the GDS Benevolent Fund w.e.f. 1.4.2012.

1.   Financial assistance for prolonged / serious illness have been enhanced from Rs.7500/- to Rs.10000/- (Rs.Ten Thousand only).

2.   Death Relief has been increased from the present quantum of Rs.10000/- to Rs.20000/-.

                We invite your attention to the  efforts undertaken by us after the 12th December, one day strike action to bring about a united action by the Railway, Defence and other Central Government employees on certain pressing demands.  In this connection you will recall that Com. S.K. Vyas, our President had been writing and following it up with telephonic conversations to bring about such a platform for action. We are happy to inform you that the AIRF and AIDEF has now agreed to bring about a joint platform of action to project two important demands of the CGEs. Viz. the setting up of the 7th CPC and the withdrawal of the PFRDA Bill. 
                We send herewith the joint Circular letter issued by the three organizations on 23.3.2013 calling upon its units to organize a joint demonstration on 29th April, 2013 in front of all offices throughout the country.  The affiliates and State Committees are requested to take initiative in organizing the programme with maximum participation of members of the three organizations at a mutually agreed Central place in all Cities/towns and other places.  All Units should be requested to send the telegram to the Prime Minister and a report of the extent of participation sent to the Confederation CHQ by 3rd May, 2013.  We shall review the participation in the programme at our National Conference at Kolkata.

Dear Comrades,
As  you are aware, the Government in reply to a question raised in the Parliament has stated that setting up of the 7thCentral Pay Commission  for effecting wage revision of central Government employees is not presently under its consideration.  You will recall, that  a similar statement was made by the then Finance Minister, when the demand for setting up the 6th CPC was raised by the employees.  The Joint movement of the Central Government employees, for which we created the platform of the Steering Committee of the organizations participating in the JCM under the leadership of Late Com. J.P. Chaubey, the then General Secretary of All India Railway men Federation could ensure that the Government rescind its stand then and set up the 6th CPC.  The real value of wages determined by the 6th CPC has now been eroded to the extent of above 100% due to the unprecedented inflation in the economy and spiraling rise in the prices of essential commodities.  While the Government permits wage negotiation and revision in the fully owned Public Sector Undertakings every five years, the denial to revise the wages of Central Government employees despite such large scale erosion in the real value of wages is absolutely unjustified.
The Government had been persisting with the enactment of the PRFDA Bill in the Parliament in almost all sessions ever since the UPA II Government took over.  Ironically they could elicit support from the main Opposition Party in the country for this ill advised enactment.  Lakhs of new workers who have joined in various organizations of the Government since 2004 are worried of their future, which is forlorn and bleak, in the wake of the denial of an age old social security scheme of Pension.  We have been together opposing this move right from the day, the NDA Government introduced the bill in the Parliament in 2003.  However, our efforts, actions and objections have all been ignored with disdain by the Government. Though they could not muster enough support required to pass the bill in the Parliament, the Union Cabinet has recently taken the decision to allow 49% FDI in the pension fund.
We are to channelize our efforts through a wider platform of Unity. Efforts are on anvil to bring about such a platform.  In the meantime, we have decided to call upon all Units and Branches of AiRF, Confederation and AIDEF to organize Demonstration on 29th April, 2013. in front of all offices and send the following telegram to the Prime Minister.

Revision of Interest Rates for Small Savings Schemes With Effect from 1ST APRIL,2013
            Based on the decisions taken by the Government on the recommendations of the Shyamala Gopinath Committee for Comprehensive Review of National Small Savings Fund (NSSF), the interest rates for small saving schemes are to be notified every financial year, before 1st April of that year. Accordingly, the rate of interest on various small savings schemes for the financial year 2013-14 effective from 01.04.2013, on the basis of the interest compounding/ payment built-in in the schemes, shall be as under :

The 1st All India Conference of ALL INDIA POSTAL EMPLOYEES UNION-GDS(NFPE) has been held on 21st & 22nd of March, 2013 in Dharma Prakash Kalyana Mandapam, Purushawakkam, Chennai-600 084.

7th PAY COMMISSION

7th  PAY COMMISSION – CENTRAL GOVERNMENT EMPLOYEES PLEA FOR CONSTITUTION OF 7CPC SUPPORTED BY MINISTER SHRI .AJAY MAKEN

          While demand for constitution of 7th Pay Commission getting stronger, Shri.Ajay Maken Union Minister for Housing and Urban Poverty Alleviation has also given a support voice for formation of Seventh Commission as Central Government Employees will be entitled for 7th CPC Pay with effect from 1.1.2016.
          As per the Media reports, Shri.Ajay Maken has addressed a letter to Prime Minister Shri.Manmohan singh and pointed out that except sixth Pay Commission all earlier pay commissions were constituted in the third year of every decade. In other words earlier pay commissions except 6CPC were formed well before its implementations became due.
          The Union Minister for Housing and Urban Poverty Alleviation has also observed in his letter dated 14th March 2013 that setting up of 7th Commission was in larger interest ofGovernment Employees as well the Congress Party.

AJAY MAKEN BACKS CRY FOR SEVENTH PAY PANEL

          With a little over a year to go before the next general election, the demand for a Seventh Pay Commission has started to gather momentum. Union housing and urban poverty alleviation minister Ajay Maken has taken the lead in endorsing the Central government employees’ request for setting up of the new pay panel, citing the erosion of real wages due to high inflation since implementation of the Sixth Pay Commission’s recommendations.
          In a letter addressed to Prime Minister Manmohan Singh, Maken underlined how every pay panel since the Second Pay Commission, barring the Sixth Pay Commission, were set up in the third year of the decade. “We are again in the third year of the ongoing decade and Central government employees are justifiably looking forward to the Seventh Pay Commission,” he said.
          Recalling that it was under Singh that the last pay panel was set up in 2005, after the NDA government failed to do so in 2003, Maken, in the communication dated March 14, requested that a decision be “taken on priority” for constitution of the Seventh Central Pay Commission. “A notification for constitution of the 7th Central Pay Commission is the need of the bour, which is bound to have bearing upon about 20 million employees,” he said.
           Maken concluded by emphasizing that setting up of the new pay panel was in “larger interest of government employees as well as the (Congress) party”.
