STAY GRANTED BY CAT (P.B) DELHI AGAINST ABOLITION OF POSTS OF POSTMEN & MTS.
Department of Posts ordered abolition of 17093 posts of various cadres. Out of which about 7500 posts were related to Postmen & MTS. AIPE Union Postmen & MSE/Gr. ‘D’ filed a case No. 1736/21.05.13 in CAT (P.B) Delhi along with NUPE Postmen & MTS and AIPEU GDS (NFPE). The Hon’ble CAT Delhi has granted stay against the abolition of posts of Postmen & MTS.
Next date of hearing is fixed as 11.6.2013.
Orders will be exhibited in web-site on receipt.

If there is any imposition of orders of abolition of posts in any Circle. They can take up the matter with the authorities concerned on the basis of CAT (PB) Delhi orders.

SPL RECTT DRIVE TO FILL UP BACKLOG SC/ST VACANCIES DETAILS


SPECIAL RECRUITMENT DRIVE LAUNCHED TO FILL UP THE BACKLOG IN RESERVED VACANCIES OF THE SCHEDULED CASTES (SCS), SCHEDULED TRIBES (STS) AND OTHER BACKWARD CLASSES (OBCS) – UNION CABINET GIVES APPROVAL

The Union Cabinet today approved the Special Recruitment Drive launched to fill up the backlog in reserved vacancies of the Scheduled Castes (SCs), Scheduled Tribes (STs) and Other Backward Classes (OBCs).
The achievement of the drive was reviewed in July, 2011 by the Minister of State for Personnel, Public Grievances and Pensions as there was a large backlog of vacancieswhich were yet to be filled.  The drive was re-launched to fill up the remaining identified backlog vacancies by the end of the financial year i.e. 31.03.2012.  All Ministries/Departments were requested to make concerted efforts to ensure that the remaining backlog reserved vacancies of SCs, STs and OBCs were filled up by 31st March, 2012.
The achievement of  the  Special  Recruitment  Drive  on  its conclusion on 31st March, 2012, as reported by various Ministries/Departments is as follows:
(i)  A total of 75,522 backlog vacancies were identified. Of these, 44,427 were in the direct recruitment quota and 31,095 in the promotion quota.
(ii)       Of the 44,427 backlog vacancies in the direct recruitment quota, 28,588 have been filled up so far. The success rate in direct recruitment quota is therefore 64.35 percent .
(iii)    Out of 31,095 backlog vacancies in the promotion quota, there are 11,347vacancies (SC 4,239 & ST 7,106) for which eligible candidates are not available even in the extended zone of consideration. Therefore, it has not been found possible to fill up these vacancies. Out of the remaining 19,748 vacancies in the promotion quota, 19,446vacancies have been filled up so far. After excluding the vacancies for which candidates are not available, achievement of the drive in respect of the promotion quota is 98.47 percent.

Dear Comrade,
The National Conference of Confederation held at Kolkata from 4th to 6th May, 2013 had directed the Secretariat to pursue the efforts to have a joint platform for struggles along with the Railways and Defence Federations. As a step towards that end, a meeting with the General Secretary of the All India Railway- men Federation has been arranged to take place on 28th inst.  We shall convey to you the outcome of the discussions on 28th.
The next meeting to discuss the pension related issues with the Secretary (Pension) will be held on 28th May, 2013. Com. S.K. Vyas, Advisor and Com. K.K.N. Kutty, President will attend the meeting. A brief note on the outcome of the discussions will be placed on the website after 28th inst.
The Conference had also decided that the Confederation must pursue the 15 point charter of demands through independent endeavours.   Accordingly the Conference had called upon all affiliates and the State Committees to organize a massive dharna  programme on 20th June, 2013. The State Committees are requested to organize the programme in consultation with the respective units of the affiliates at all State Capitals as also other important towns and centres.  A report on the implementation of the programme may please be sent to the CHQ by 10TH July, 2013.

Diabetes control is governed by following the right diabetic diet. What to eat and what not to eat is important for diabetes control and diabetes cure or diabetes reversal. These are the top 15 diabetes diet tips from diabetologists and nutritionists. Even if you are pre-diabetic or borderline diabetic, or diabetes is part of your family, it is important to follow a diabetic diet to prevent diabetes.
 
Diabetologist, Dr. Sanjiv Bhambani with Moolchand Medcity suggests, “A diabetes diet should be high on fibre, must contain milk without cream, buttermilk, fresh seasonal fruits, green vegetables, etc.” But remember to consume these components in moderation.
 
Diabetes diet for Indians should have the ratio of 60:20:20 for carbs, fats and proteins. The doctor explains, “Per day calorie intake should be between 1,500-1,800 calories with a proportion of 60:20:20 between carbohydrates, fats and proteins, respectively.” He adds that a diabetes diet should “have at least two seasonal fruits and three vegetables in a diet plan.”
 
Though dry fruits may seem like a healthy snack, it is not a good option for diabetics, as the fructose can spike your sugar level. Go for fresh fruits rather than dry fruits for diabetes
control (but there are some restrictions... we’ll come to it). But you can still opt for nuts as a healthy snack.
The doctor shares his recipe for diabetes diet for Indians:
- One teaspoon of methi seeds soaked overnight in 100 ml of water is very effective in controlling diabetes.
- Drink tomato juice with salt and pepper every morning on an empty stomach.
- Intake of 6 almonds (soaked overnight) is also helpful in keeping a check on diabetes.
 
Rekha Sharma, President and Director of Indian Dietetic Association, shares some major diabetes diet pointers that one should follow at home or at a restaurant.
Whole grains, oats, channa atta, millets and other high fibre foods should be included in the meals. If one feels like consuming pasta or noodles, it should always be accompanied with vegetable/sprouts.
 
Milk is the right combination of carbohydrates and proteins and helps control blood sugar levels. Two servings of milk in a dailydiet is a good option.
 
High fibre vegetables such as peas, beans, broccoli and spinach /leafy vegetables should be included in one’s diet. Also, pulses with husk and sprouts are a healthy option and should be part of the diet.
 
Pulses are important in the diet as their effect on blood glucose is less than that of most other carbohydrate containing foods. Vegetables rich in fibre help lowering down the blood sugar
levels and thus are healthy.
Good fats such as Omega-3 and monounsaturated fats (MUFA) should be consumed as they are good for the body. Natural sources for these are canola oil, flax seed oil, fatty fish and nuts. These are also low in cholesterol and are trans fat free.
 
Fruits high in fibre such as papaya, apple, orange, pear and guava should be consumed. Mangoes, bananas, and grapes contain high sugar; therefore these fruits should be consumed lesser than the others.
 
A large meal gives rise to higher blood sugar in one’s body, therefore it is essential to take small frequent meals to prevent both higher and very low blood sugar values and keep them constant. Small in between snacks can be dhokla, fruit, high fibre cookies, butter milk, yogurt, upma/poha with vegetables etc.
A person with diabetes should follow a diet
which is low in carbohydrates, high in fibre and contains adequate amounts of proteins, vitamins and minerals; and avoid fatty foods and sweets. He/she should also take frequent small meals (5 meals pattern).

What not to do:
  • Artificial sweeteners can be used in cakes and sweets for diabetic people (in moderation).
  • Have lots of fluid.
  • Limit intake of alcohol.
Should you have non-veg? 
In non-vegetarian diet, seafood and chicken can be taken rather than red meat as red meat contains higher amount of saturated fats. Also, patients with high cholesterol should avoid egg yolk and red meat.
 
The diabetes diet for Indians includes carbohydrates, proteins and fats. As always, a balanced and planned diet can build and improve personal health. A controlled diabetes diet may seem like a drag and bore, but a good cook can add life to a diet. Time to call up mom and experiment with diabetes
diets!

தொழிலாளர்களுக்கு குறைந்தபட்ச ஊதியம் நிர்ணயிக்க வேண்டும் என்ற தொழிற்சங்கங்களின் கோரிக்கையை மத்திய அரசு பரிசீலித்து வருவதாக பிரதமர் மன்மோகன் சிங் தெரிவித்துள்ளார்.
1948-ஆம் ஆண்டின் தொழிலாளர் நல சட்ட திருத்த மசோதாவிற்கு மத்திய அமைச்சரவை ஏற்கனவே ஒப்புதல் அளித்துள்ளதை அவர் சுட்டிக்காட்டினர். தொழில்துறை மாநாட்டில் கலந்து கொண்டு பேசிய பிரதமர் மன்மோகன் சிங், தேசிய அளவிலான தொழிலாளர் பாதுகாப்பு நிதி அமைக்கவேண்டும் என்ற கோரிக்கையையும் மத்திய அரசு பரிசீலித்து வருவதாக தெரிவித்தார்.
"பணவீக்கத்தை கட்டுப்படுத்த வேண்டும், புதிய வேலை வாய்ப்புகளை உருவாக்க வேண்டும் என்று தொழிற்சங்கங்கள் போராட்டம் நடத்தினால் அதனை வரவேற்கிறோம். இவற்றை எவ்வாறு அமல்படுத்துவது என்ற நடைமுறைகளில் கருத்து வேறுபாடுகள் இருக்கின்றன. இந்த விவகாரகங்களில் தொழிற்சங்கங்களுடன் பேச்சுவார்த்தை நடத்தி தீர்வு காண மத்திய அரசு தயாராக உள்ளது" என இந்திய பிரதமர் மன்மோகன் சிங் கூறினார்.

உங்கள் முகத்தோடு ஓர் அஞ்சல்தலை!

காந்தி, நேரு போன்ற தேசத் தலைவர்கள், பிரபலங்கள் போன்றவர்களது படங்களைத்தானே அஞ்சல்தலையில் பார்த்திருப்பீர்கள். இனி நீங்கள், உங்கள் முகத்தையும் பார்க்கலாம். அதிகம் செலவாகாது. வெறும் முந்நூறு ரூபாய்தான்!

அயல்நாடுகள் சிலவற்றில் நாம் விருப்பப்பட்ட மனிதர்களின் முகத்தை பணம் கட்டி (ப்ரீமியம்), அஞ்சல் தலையில் வெளியிட்டுக் கொள்ளலாம்.

இங்கே உள்ள உள்ளூர் அரசியல் தலைவர்கள் சிலருக்கு பிரான்ஸ் அஞ்சல் தலை வெளியிட்டு கவுரவித்தது என்றெல்லாம் வரும் செய்திகளின் பின்னணி ரகசியம் இதுதான்.

ஆனால், நம் நாட்டில் இதுவரை ஒருவருக்கு அஞ்சல் தலை வெளியிடுவது என்பது குறித்து, அரசுதான் முடிவெடுக்க முடியும். ஆனால், இரண்டு ஆண்டுகளுக்கு முன், சாதாரண மக்களின் முகங்களும் அஞ்சல்தலையில் வெளியிடப்படும் திட்டம் ஒன்றினை இந்தியத் தபால்துறை, தில்லியில் தொடக்கி வைத்தது.

இத்திட்டத்துக்கு, ‘எனது அஞ்சல்தலை’ என்று பெயரும் சூட்டப் பட்டது. பிரமாதமான வரவேற்பு. தொடர்ச்சியாக உ.பி., மும்பை மாதிரி வடஇந்தியாவில் விரிவுபடுத்தப்பட்டு ஆயிரக்கணக்கானோர் அஞ்சல்தலையில் இடம்பெற்று விட்டார்கள். இதோ இப்போது அஞ்சல்தலையில் தமிழ் முகங்களும் சிரிக்க, நம் ஊருக்கும் வந்துவிட்டது ‘எனது அஞ்சல்தலை’ திட்டம்.

உயிருடன் இருக்கும் யாரும் இந்தத் திட்டத்துக்காக விண்ணப்பிக்கலாம். ரூ.300/- கட்டணம் செலுத்தினால், 12 அஞ்சல்தலைகள் வழங்கப்படும்.

இந்த அஞ்சல் தலைகளை நீங்கள் உங்கள் நண்பர்களுக்கோ, உறவினர்களுக்கோ அனுப்பும் கடிதங்களில் ஒட்டி, அவர்களை  அசத்தலாம்.

சென்னையில் விண்ணப்பிப்பவர்களுக்கு ஒருவாரத்திலும், மற்ற மையங்களில் விண்ணப்பிப்பவர்களுக்கு இரண்டு வாரங்களிலும் அஞ்சல்தலைகள் அனுப்பி வைக்கப்பட்டு விடும்.

பொதுமக்களின் வரவேற்பைப் பொருத்து, விரைவில் இத்திட்டம் மேலும் விரிவுபடுத்தப்படும்" என்று போஸ்ட் மாஸ்டர் ஜெனரல் ஸ்ரீமெர்வின் அலெக்ஸாண்டர் உறுதியினை அளித்திருக்கிறார்.

மறைந்த நமது தாத்தா, பாட்டிகளின் முகத்தை அஞ்சல் தலையில் இடம் பெறச் செய்யவைக்க இத்திட்டத்தில் இப்போதைக்கு இடமில்லை.

ஆனால், உயிரோடிருக்கும் நம் அம்மா, அப்பா ஆகியோர் (அடையாள அட்டை இருப்பின்) விண்ணப்பிக்கலாம்.

Everything is ready, but train service not introduced

A sumptuous feast is ready to be served. The dining table has been neatly laid out.
The seated guests, hungry though, are eagerly waiting for the delicacies.
Even the pre-meal prayer is through. But then there is no sign of the food reaching the table.
Forced to wait at the table, the people of Karur are aghast at the delay in operating passenger trains on the new Karur-Namakkal-Salem broadgauge track.
The Salem Railway Division authorities have been making noises about passenger train services being operated “soon” on the new track that has been certified by the Commissioner of Railway Safety, S.K. Mittal, following his mandatory inspection for three days in the last week of February. He said that the services could be operated probably in March itself.
He had said that he would submit his report to the Railway Board in a week and it was only a matter of time before the services were operated.
Several officials, including Divisional Railway Manager Sujatha Jayaraj, have been announcing that passenger services would be run on the new track that would put Namakkal on the railway map. But nothing has moved so far.
A fortnight ago, some officials on a routine inspection visit to Karur Junction said passenger services would be operated from the first week of May.
“The Railway Budget was conspicuously mum on the opening of the new track although some trains were announced and they were expected to be operated on the new line. We thought that with the mandatory CRS inspection ending on a high note, services would be operated soon. March and April came and went but there is no sign of trains being run on the new track. We could not fathom what went wrong,” says Train Travellers’ Welfare Association president S. Annadurai.
“The officials have now said that trains would be operated from May first week but there were no preliminary activities so far and we now hope they would run them at least before the end of May,” he says.
The Chennai-Salem-Karur-Palani daily express, extension of Mangalore-Tiruchi Express to Puducherry, and other services announced in the budget await the formal opening of the track section to passenger trains.
Those demands could be met only with the opening of the track to passenger trains, Mr. Annadurai said.
The long-drawn project was completed a few months ago and the authorities were allowing goods trains to pass through the stretch that would reduce the travel between Karur and Salem by 35 km besides saving an hour.
An unseen political hand delaying the project, track not being certified as worthy enough, railways not completing the formalities for operating passenger trains, and rank disdain for the region on the part of the officials are some of theories doing the rounds for the delay.
Whatever be the case the Railways must come clean on the itinerary of operations, say the commuters. Traders and public of the beneficiary districts had been waiting impatiently for services to be operated on the new track for pretty long a time and when the authorities had claimed that all work had been completed, nothing except the odd goods train was moving much to the chagrin of the rail users.

பாதிப்பு:இந்நிலையில், தனியார் துறையில், கூரியர், மின்னஞ்சல் என பல தரப்பட்ட தகவல் பரிமாற்ற சேவைகள் வந்து விட்டதால், இந்திய அஞ்சல் துறை கடுமையாக பாதிக்கப்பட்டுள்ளது.அஞ்சலக சேவையில், தனியார் துறையின் போட்டியை சமாளிக்க முடியாத அஞ்சல் துறை, மின்சாரம், தொலைபேசி உள்ளிட்ட இதர துறைகளுக்கான சேவை கட்டணத்தை வசூலித்துக் கொடுத்து, குறிப்பிட்ட தொகையை பெற்றுக் கொள்கிறது.எனினும், அஞ்சல் துறை, தொடர்ந்து இழப்பை கண்டு வருகிறது. கடந்த 2012ம் நிதியாண்டில், இந்திய அஞ்சல் துறை, 6,346 கோடி ரூபாய் இழப்பை கண்டுள்ளது.இந்நிலையில், தனியார் துறையில், புதிய வங்கி உரிமம் வழங்க உள்ளதாக, மத்திய அரசு அறிவித்தது. 
ரிசர்வ் வங்கி:இதையடுத்து, அஞ்சல் துறையும், வங்கித் துறையில் இறங்க விருப்பம் தெரிவித்துள்ளது. நாடு முழுவதும், 1.55 லட்சம் அஞ்சல் அலுவலகங்களில், வங்கிக் கிளைகளை துவக்கவும் முடிவு செய்துள்ளது.ரிசர்வ் வங்கியிடம் இருந்து, உரிமம் பெற்ற பின்னர், போஸ்ட் பேங்க் ஆப் இந்தியா என்ற பெயரில் வங்கி துவங்க, அஞ்சல் துறை திட்டமிட்டுள்ளது.இந்நிலையில், அஞ்சல் துறையின் இந்த முயற்சிக்கு, மத்திய நிதி அமைச்சகம் கடும் எதிர்ப்பு தெரிவித்துள்ளது.
வங்கித் துறையிலும், கடன்களை கையாளுவதிலும், போதிய அனுபவம் இல்லாத அஞ்சல் துறை, எவ்வாறு திறம்பட வாடிக்கையாளர்களின் வரவு, செலவு கணக்குகளை கையாளும் என்று, நிதியமைச்சகத்தின் கீழ் உள்ள நிதிசேவைகள் துறை கேள்வி எழுப்பியுள்ளது.ஒரு சில பொதுத் துறை வங்கிகளும், அஞ்சல் துறை, வங்கிப் பணிகளில் இறங்க கடும் எதிர்ப்பு தெரிவித்துள்ளன. நாடு முழுவதும், அஞ்சலக கிளைகளை கொண்டுள்ள அஞ்சல் துறை, தங்களுக்கு கடும் போட்டியாக உருவெடுக்கும் என, ஒரு சில பொதுத் துறை வங்கிகள் அஞ்சுகின்றன.இந்திய அஞ்சல் துறை, கடந்த 2006ம் ஆண்டு, வங்கித் துறையில் களமிறங்குவதற்கான சாத்தியக்கூறுகள் குறித்து ஆய்வு மேற்கொண்டது. தற்போது, எர்னஸ்ட் அண்டு யங் நிறுவனத்தை, ஆய்வுக்காக அமர்த்தியுள்ளது.
கிராமப்புறங்கள்:மேலும், ஜெர்மனி, ஜப்பான் நாடுகளை சேர்ந்த அஞ்சல் துறைகள் மேற்கொண்டு வரும் வங்கிச் சேவைகள் குறித்தும் ஆராய்ந்து வருகிறது.கடந்த, 2011ம் ஆண்டு நிலவரப்படி, இந்தியாவில், 1,39,040 அஞ்சலகங்கள், கிராமப்புறங்களில் உள்ளன. கிராமப்புறங் களில், ஒரு அஞ்சலகத்தை சராசரியாக, 6,000 பேரும், நகரங்களில், 24 ஆயிரம் பேரும் பயன்படுத்துகின்றனர்.
இதனால், அஞ்சல் துறையின், வங்கிச் சேவையால் கிராமப்புற மக்கள் பெரிதும் பயன் அடைவார்கள் என்று எதிர்பார்க்கப்படுகிறது. "அஞ்சல் துறை, வங்கிப் பணப்பரிவர்த்தனையை மேற்கொள்வதில் இடர்பாடு எதுவும் இல்லை' என, எர்னஸ்ட் அண்டு யங் நிறுவனத்தின் உயரதிகாரி ஒருவர் தெரிவித்தார்.
அஞ்சலக @சமிப்பு:சென்ற 2012-13ம் நிதியாண்டு நிலவரப்படி, இந்திய அஞ்சலக சேமிப்பு கணக்கில், 6 லட்சம் கோடி ரூபாய் டெபாசிட் உள்ளது. இது, பொதுத் துறையை சேர்ந்த ஸ்டேட் பேங்க் ஆப் இந்தியாவிடம் உள்ள டெபாசிட்டில், 50 சதவீதம் என்ற அளவிலும், தனியார் துறையை சேர்ந்த ஐ.சி.ஐ.சி.ஐ. பேங்கிடம் உள்ள டெபாசிட்டை விட, இரு மடங்கு அதிகம் என்பதும் குறிப்பிடத்தக்கது.
ரிசர்வ் வங்கி, கடந்த, 9 ஆண்டுகளுக்கு பிறகு, தற்போது தனியார் வங்கிகளுக்கு அனுமதி வழங்க உள்ளது. இதற்கான விண்ணப்பங்களை வரும் ஜூலை 1ம் தேதிக்குள் அளிக்க வேண்டும். குறைந்தபட்சம், 500 கோடி ரூபாய் மூலதனம் கொண்ட நிறுவனங்கள், வங்கி துவங்க அனுமதி கோரி விண்ணப்பிக்கலாம்.இதன்படி, மகிந்திரா, ரிலையன்ஸ் இண்டஸ்ட்ரீஸ், டாட்டா, எல் அண்டு டி, உள்ளிட்ட பல நிறுவனங்கள் வங்கித் துறையில் கால் பதிக்க திட்டமிட்டுள்ளன

India Post to sell Gold coins at 7 per cent discount



Mumbai: The World Gold Council (WGC), in partnership with India Post and Reliance Money, is offering consumers a price reduction of 7 per cent on daily prices for the purchase of gold coins from India Post offices to celebrate the festival of Akshaya Tritiya, reports our correspondent. 


Consumers can purchase 99.9 per cent pure, Swiss-manufactured gold coins in denominations of one gram, five grams, eight grams, ten grams, 20 grams and 50 grams from a network of 970 India Post outlets across the country until 30 June 2013.

Somasundaram PR, managing director, India, WGC said: “Our partnership with In-dia Post and their vast network of outlets, allows us to make pure 24 carat gold accessible to a wide range of consumers. Coupled wi-th the recent price drop in gold, this additional discount means that we are offering consumers a great opportunity to buy gold.”

கடந்த 04.05.2013 முதல் 06.05.2013 வரை கொல்கத்தா மாநகரில் நடைபெற்ற மத்திய அரசு ஊழியர் மகா சம்மேளனத்தின்  24 ஆவது தேசிய மாநாட்டில்  நம்முடைய அஞ்சல் மூன்றின் பொதுச் செயலரும், NFPE  சம்மேளனத்தின் மாபொதுச் செயலரும் ஆகிய தொழிற் சங்கப் போராளி தோழர் . M . கிருஷ்ணன்  அவர்கள் மத்திய அரசு ஊழியர் மகா சம்மேளனத்தின் மாபொதுச்  செயலராகவும் தேர்ந்தெடுக்கப் பட்டார்  என்பதை  மகிழ்ச்சியுடன் தெரிவித்துக் கொள்கிறோம் . 

1966 இல் துவங்கப்பட்ட மகா சம்மேளன அமைப்பிற்கு நமது NFPTE/NFPE   பேரியக்கத்திலிருந்து  மாபொதுச்  செயலர் பொறுப்பு பெறுவது இதுவே முதல் முறை . தொழிற் சங்க வரலாற்றில் இது ஒரு மைல் கல்.
மத்திய அரசு ஊழியர் மகா சம்மேளனம் என்பது மத்திய அரசுத் துறையில் இயங்கி வரும் 106 சங்கங்களை உள்ளடக்கியது. 13 லட்சம்  ஊழியர்கள் இந்த அமைப்பில் உறுப்பினர்களாக இருக்கிறார்கள் .


தோழர் கிருஷ்ணன் தலைமையில் 7ஆவது ஊதியக் குழு , 50% பஞ்சப்  படி அடிப்படை ஊதியத்துடன் இணைப்பு, 5 கட்ட பதவி உயர்வு உள்ளிட்ட கோரிக்கைகளை நிச்சயம் வென்ற டைவோம் என்பது உறுதி . இந்த நிகழ்வு  NFPE  பேரியக்க வரலாற்றில் நிச்சயம் பதிக்கப் படும் .
