சமூக பாதுகாப்பு ஓய்வூதியத் திட்ட சலுகைகள்
சமூக பாதுகாப்பு ஓய்வூதிய திட்டத்தின் கீழ் தமிழக அரசு அளித்துவரும் உதவிகள் மற்ற எந்த மாநிலத்தை காட்டிலும் மிகவும் அதிகமானது. ஒவ்வொரு மாவட்டத்திலும் குறைந்தபட்சம் ஒரு லட்சம் பேர் பயன்பெற்று வருகிறார்கள்.
தமிழகத்தில் இத்திட்டத்தின் கீழ் 30 லட்சத்து 71 ஆயிரத்து 984 பேருக்கு மாத உதவித்தொகை வழங்கப் படுகிறது.
50 வயதுக்கு மேற்பட்டவர்களுக்கான முதியோர் உதவித்தொகையை 13 லட்சத்து 40 ஆயிரத்து 154 பேர் பெறுகிறார்கள்.
இதேபோல, மாற்றுத் திறனாளிகள், கணவனை இழந்தவர்கள், கணவனை பிரிந்து வாழ்பவர்கள், திருமணமாகாத 50 வயதுக்கு மேற்பட்ட பெண்கள் என மொத்தம் 8 வகையானவர்களுக்கு உதவித்தொகை வழங்கப்படுகிறது.
இந்த திட்டத்தின் கீழ் மாதந்தோறும் ஆயிரம் ரூபாய் வழங்கப்பட்டு வருகிறது.
இதில் மத்திய அரசின் பங்கு 200 ரூபாய். மாநில அரசு தன் பங்காக 800 ரூபாய் வழங்குகிறது. அதுமட்டுமின்றி, பொங்கல், தீபாவளி போன்ற பண்டிகைக்காலங்களில் இவர்களுக்கு இலவச வேட்டிச்சேலை, மாதந்தோறும் 4 கிலோ அரசி போன்ற சலுகைகளும் இருக்கின்றன.

NEW DELHI, June 28, 2013

The Department of Posts, on Thursday, submitted an application before the Reserve Bank of India (RBI) for a licence to offer full-fledged banking services.
“We have approached the RBI today [Thursday], and hopefully having met all the conditions of RBI, an in-principle approval might be given. If it is given, I think, it will be a revolutionary step because it will bring banking, subject to Cabinet approval, to the doorstep of the ordinary man in this country,” Telecom and IT Minister Kapil Sibal told PTI.
The RBI is in the process of granting fresh banking licences and has set July 1 as the deadline for applying.
The Department of Posts has plans to start 50 bank branches in the first year and scale it to a total of 150 branched in five years.

The Department of Posts has started inter-ministerial consultations for seeking Cabinet approval on around Rs.1,900 crore fund requirement to start Post Banks. The total amount includes Rs.500 crore paid-up capital required under new banking licence guidelines. — PTI

The Central Administrative Tribunal, Madras Bench, has ruled that promotion cannot be withheld because of the mere pendency of investigation and directed the Defence Ministry to promote an Indian Ordnance Factories Service (IOFS) officer within 45 days.
Disposing of an application filed by M. Ravi, a 1975 batch officer, the Bench, comprising members B. Venkateswara Rao and Naresh Gupta, held that the defence authorities had erred in withholding his promotion without valid reason. The Bench also said, “No charge sheet has been issued to the applicant. The promotion was withheld merely on the ground of pendency of criminal investigation by the CBI.”
Mr. Ravi is presently working as Senior Deputy Director of General, Armoured Vehicles Factory, Avadi.
He contended that he served in various capacities in other factories. The Departmental Promotion Committee (DPC) convened in January 2012 and 2013 recommended his name along with S.K. Gupta and B.N. Singh for promotion to Appointments Committee of the Cabinet (ACC) for its final approval.
He was not promoted on the ground of a criminal investigation by CBI pending against him. The investigation was a result of an alleged irregularity that took place when he was working at ordnance factory, Medak, between 1999 and 2005.
In an application before CAT, he also sought a direction to the defence authorities to promote him. He also contended that the promotion had been withheld because of ‘long pending’ investigation but there was no disciplinary action of any kind initiated against him. Hence, Mr. Ravi said that the authorities postponed the promotion indefinitely.
The defence authorities contended that six vacancies arose in the level of member to the Ordnance Factory Board.
In fact, the recommendation of DPC should be approved by Appointments Committee of the Cabinet (ACC) for effecting promotion. Along with others, the candidature of Mr. Ravi was also considered. In view of the investigation by the CBI with respect to him, the ACC accorded its approval to others and directed the Defence Ministry to resubmit the proposal for promotion of Mr. Ravi after completion of the ongoing investigation.
The Tribunal also pointed out that a draft charge sheet which did not fructify into regular charge sheet and that should not be a ground for withholding promotion. The Tribunal added, “Unless a regular charge sheet is issued, no disciplinary action can be initiated against the officer of the government and no promotion can be withheld by the mere pendency of investigation.”

               Excessive and unexpected rainfall resulting in furious floods has battered beyond measure, the Himalayan hill state of Uttarakhand.  Whole villages, stretches of roads and communication links have been affected.  More than 1000 persons met with tragic death.  Thousands, including those from other parts of the country who were undertaking pilgrimages to religiously significant temples in the region, remain stranded.  Hundreds of houses and buildings along the banks of Alakananda and the Bhagirathi has been swept away in Rudraprayag district alone.  Thousands have become homeless.
               As the magnitude of the tragedy caused in Uttarakhand continues to unfold, Prime Minister Sri. Manmohan Singh has issued an appeal for generous donations to support the victims who have suffered extensive devastation.  Prime Minister appealed that - “At this moment, the affected people need our help to tide over the calamity that has fallen upon them, to survive and to rebuild their lives.  I request all citizens of India to stand with our distressed fellow countrymen, and actively participate in the national effort to support them at this difficult time”.
               It is needless to say that the Central Govt. Employees have an urgent and important role to play in helping the flood victims and we shall have to rise upto the occasion, as in the past when such national calamities occurred.  The National Secretariat of the Confederation of Central Govt. Employees & Workers calls upon the entireity of Central Govt. Employees to donate one day’s salary to the Prime Minister Relief Fund and extend our full support to the flood victims to rebuild their lives.
          All the Affiliates of the Confederation, State Committees (C-O-Cs) and CHQ Office bearers are requested to make maximum efforts to collect and remit the donations to Prime Minister’s Relief Fund.

Reliance Capital becomes first company to suspend gold sales

New Delhi :- Amid growing concerns over huge gold imports hurting the country's economic strength, financial services major Reliance Capital today became the first company to suspend gold sales across all its businesses.

The decision includes suspension of sale of gold coins and other physical forms of the yellow metal, as also as an investment product across all its businesses and subsidiaries, Reliance Capital said in a statement.

Part of Anil Ambani-led Reliance Group, the company said the decision has been taken in view of the government's "publicly stated objective of minimizing gold imports that are seriously hurting the country's economic interests".

According to industry watchers, more companies are expected to follow suit with similar measures, as rising gold imports continue to burden the country's current account deficit.

The government has been consistently asking for measures to curb flow of household savings into idle assets like gold and channelize these funds towards financial market assets.

Besides suspension of gold sales, Reliance Capital's Commercial Finance Division has also decided to suspend financing against gold as a security.

Further, Reliance Capital Asset Management (RCAM) has decided to suspend new subscriptions in Reliance Gold Savings Fund. Existing SIP investors will not be affected by this decision.

The fund is estimated to have a total Asset Under Management of over Rs 2,200 crore.
Commenting on the move, Reliance Capital CEO Sam Ghosh said, "Reliance Capital is committed to support all policy objectives of the government and the RBI.

"We sincerely hope that all stakeholders across business, trade and industry will act in a responsible manner to minimise gold imports that have placed an unbearable burden on the Current Account Deficit (CAD), and are severely hurting the country's growth prospects," he added.

The suspension would also apply to supply of gold coins by Reliance Capital for sale through India Post, the company said.


India is estimated to have imported 860 tonnes of gold in 2012 and the figure is expected to cross 900 tonnes this year.

STRENGTHEN ORGANISATION
ENSURE DEMOCRATIC FUNCTIONING
BUILD UP CLASS-ORIENTED MILITANT ORGANISATION
It is an admitted fact that our organisation, AIPEU Group ‘C’ and NFPE, has grown in its strength and in terms of its movements and intervening capacity throughout the country. But there is no room for complacency, given the challenges before and the responsibilities fallen on us. We have to strengthen our organisation further both quantitatively and qualitatively.
In building, running and strengthening a trade union organisation, democratic functioning plays the role of a cornerstone. To put it differently, the source of many of the ills of our organisation lies in the absence of democratic functioning. Therefore the importance of democratic functioning should be clearly understood by everyone of us.
Democratic functioning in essence is to involve the mass of the workers in the decision making process and their implementation. This requires a well knit and functional system of regular contacts and participative communication with the workers at grass root level on the one hand and collective functioning of the leadership team at various tiers of the organization.
To mention a few specifics of democratic functioning of a union are (a) mode of discharging their responsibilities by the leadership (b) attitude while dealing with the rank and file workers (c) relationship between the leadership bodies of the union and general workers, (d) the norms for working of the various committees, (e) collective functioning in the process of decision making and implementation, (f) conducting meeting of the committees and conferences of the union, (g) management of the union fund and maintenance of books of accounts etc. and the last but not least a functional mechanism of communicating with the mass of the workers at grass root level and also hearing from them. Growing bureaucratic practices in the functioning of the Union are creating serious impediments in strengthening democratic functioning in the Unions at some places. Individualistic way of working by some of the leaders and activists promotes bureaucratism within the organisation. To fight such as situation what is needed is to ensure the collective functioning, to and fro communication amongst the leaders, cadres and general workers.
Another vital area of the democratic functioning is the meetings of the Executive committees and office bearers of the union. In some places regular meetings of these bodies are generally not taking place. Attendance is also much below the required level and defaulting comrades are not dealt with according to the norms of democratic discipline. Then again, the meetings are not properly planned. No written report reviewing the developments of the period between the two meetings and status of implementation of the decisions of the previous meeting is placed before the body concerned. Similar is the situation with regard to a written statement of accounts, membership position etc. Holding the union conferences regularly is a very important organizational requirement. Unfortunately, there are instances of conferences not being held regularly, in violation of constitutional provisions. Such failure is bound to have serious organizational problems and weaknesses. For efficient and effective functioning of an organisation the above mentioned deficiencies are to be dealt with seriously.

Finally we must always remember that without imparting trade union education and inculcating trade union consciousness and class consciousness in the cadres and workers the present malices in the unions narrated above cannot be addressed. Whole package of neo-liberal reforms and the philosophy and strategy supporting the same are meticulously designed for marginalizing and weakening the trade union movement. Trade Union is the only social force, which if properly organized can, pose a challenge against the neo-liberal regime and mobilize the people around it. In fact, tackling trade union movement and subordinating the same has always been the life and death question for the capitalist system and in the era of neo-liberal reforms they are much more focused on this goal of theirs with all their ideological and organizational weaponaries at their command. It is therefore, all the more imperative to ideologically empower our leaders and cadres to powerfully counter the onslaughts of the capitalist class.

அமெரிக்க டாலருக்கு இணையான இந்திய ரூபாய் மதிப்பு கடந்த ஒரு மாதமாகவே சரிவுப் பாதையில் பயணித்துக் கொண்டுள்ள நிலையில், இந்த ஒவ்வொரு ரூபாய் சரிவும், இந்தியாவின் கச்சா எண்ணெய் இறக்குமதி செலவை எப்படி பாதிக்கிறது எனத் தெரிய வந்துள்ளது.
இந்தியன் ஆயில் நிறுவனம் சார்பில் வெளியிடப்பட்ட புள்ளிவிபரத்தின்படி, அமெரிக்க டாலருக்கு எதிராக இந்திய ரூபாய் மதிப்பின் சரிவில், ஒவ்வொரு ரூபாய் சரிவிலும், கச்சா எண்ணெய் இறக்குமதி செலவு, மாதத்துக்கு 400 கோடி ரூபாய் வரை அதிகரிக்கும் என கூறப்பட்டுள்ளது. இந்த ரூபாய் மதிப்பு சரிவு, ஓராண்டு வரை நீடித்தால், ஆண்டுக்கு சுமார் 5,000 கோடி ரூபாய் கூடுதலாக செலவாகும் எனவும் கூறப்பட்டுள்ளது.
கடந்த ஒரு வாரத்தில் மட்டும், அமெரிக்க டாலருக்கு இணையான இந்திய ரூபாய் மதிப்பு 1 ரூபாய் 50 காசு வரை வீழ்ச்சி கண்டுள்ளதால், இந்த மாத இறுதியில் பெட்ரோல், டீசல் விலை கடுமையாக அதிகரிக்க வாய்ப்புள்ளதாகவும் எண்ணெய் நிறுவன வட்டாரங்கள் தெரிவிக்கின்றன. ரூபாய் மதிப்பு, நேற்று 60 ரூபாயைத் தொட்ட நிலையில், இன்று அது 59 ரூபாய் 60 காசுகளை ஒட்டி வணிகமாகிக் கொண்டிருக்கிறது.

India Post’s bank plans meet hurdle

The Department of Financial Services (DFS) has opposed the proposal of the Department of Posts (DoP) to apply for a banking licence. According to the DFS, though the network of post offices is large with 1.55 lakh offices across the country, they neither have an interconnected system in place to give people access to their money anywhere and at anytime like the banks, nor experience in lending.

“A Cabinet note is being circulated by the DoP for them to apply for a banking licence. But we are against the move,” a senior DFS official told FE.
The DoP wants to start a bank initially with at least 40-50 branches – with one or two in each state – with a focus on lending to small and medium enterprises and gradually over a period of ten years increase the branch network to around 800 by going into rural areas. According to the RBI guidelines, the initial minimum paid-up voting equity capital for a bank should be Rs 500 crore, while the DoP has sought a capital of Rs1,900 crore for its banking venture, sources said.
The DFS official, however, said the DoP's plan seems “half-baked” as it was “not clear on how they will evolve a system like the banks have to help their depositors access money easily anywhere at anytime.”
“Banking is a different ball game altogether. It will require a lot of training for the post office staff to learn the rules. It will not be easy for DoP to run a full-fledged bank,” the official said, adding that a lack of experience in lending is also a drawback for the DoP.
The DoP, however, is keen to submit its application to the RBI before the July 1 deadline and the bank will be set up a through a wholly-owned Non-Operative Financial Holding Company (NOFHC). The DoP had taken the help of consultancy firm Ernst & Young in preparing its strategy. “The main benefit (in giving a bank licence to DoP) is that it will help boost the financial inclusion plan,” said Ashvin Parekh, national leader (global financial services), Ernst & Young. The Cabinet note was prepared on the basis of the Ernst & Young report.
The DoP intention is not to convert all its post offices into banks, but wants a separate banking entity for which it has decided to hire a separate team of professionals, sources said. It has already spent around R200 crore in the last four years to put up a core banking solutions-like system in place, they added.
Incidentally, the government had started a R4909 crore-worth information technology-driven project to modernise the postal network. The government had allocated R532 crore in 2013-14 to make post offices a part of the core banking solution and help it offer real time banking services.
The DoP also pointed out that the post offices reach even the remote corners of the country as the network includes 1.4 lakh post offices in rural areas, 15,000 in urban areas and another 30,000 points of presence. Post offices already offer many financial services for urban and rural people including savings accounts, recurring deposit accounts, monthly income schemes, public provident fund, time deposits, senior citizens savings scheme, national savings certificates and postal life insurance. Besides, post offices also offer money remittance services, distribution of mutual funds and securities and are also provide electronic international money order service and forex services.

The DoP also provides services on the new pension scheme and retail services such as sale of forms and bill collection. The DoP is also a government agent for providing services on Mahatma Gandhi National Rural Employment Guarantee Scheme wage disbursement and old age pension payments.

As you are aware a new team of Office Bearers was elected under the leadership of Com.S.K.Vyas as Advisor, Com.K.K.N.Kutty as President and Com.M.Krishnan as Secretary General. The Conference has directed to pursue the efforts to continue the Joint Platform struggles along with the Railway and Defence  Federations on the issues of 7th Pay Commission, New Pension Scheme, etc.The Conference had also decided to pursue the 15 point Charter of Demands through Independent Programmes of the Confederation. Accordingly the Conference had called upon all the Affiliates and the State Committees to organize massive Dharna Programme in all State capitals and other important towns in the States.

The Tamilnadu Unit of the Confederation met on 7.6.13 at Chennai. It has been unanimously decided to organize the Dharna Programme in the Mount Road Head Post Office Campus in Chennai and also to request all the District Units of the Confederation to organize the Dharna Programme in their districts.

Accordingly all the District Units of the Confederation are requested to take necessary steps to mobilize large number of members and to organize the Dharna Programme on 20.6.13. A report about the details of the extent of participation may be sent to Chennai Head Quarters.

All the Affiliates are requested to forward this communication to all their District Level Units requesting them to carry out this Programme.

CHARTER OF DEMANDS.
1. Revise the wages of the Central Government employees including Gramin Dak Sewaks with effect from 1.1.2011 and every five years thereafter by setting up the 7th Central Pay Commission.
2. Merge DA with pay for all purposes with effect from. 1.1.2011 including for Gramin Dak Sewaks..
3. Remove restriction imposed on compassionate appointments and the discrimination on such appointments between the Railway workers and other Central Govt. employees.
4.
(a) Departmentalise all Gramin Dak Sewaks and grant them all benefits of regular employees;
End Bonus discrimination and enhance bonus ceiling to 3500/-; Withdraw open market recruitment in Postman / MTS cadre; Revise cash handling norms; Grant full protection of TRCA; Grant Time Bound Promotion and Medical Reimbursement facility etc.
(b) Regularise the daily rated, contingent, casual workers and introduce a permanent scheme for periodical regularization. Pending regularization, provide them with pro-rata salary at 6th CPC rates.

(a) Revive the functioning of the JCM. Convene the meeting of the Departmental Councils in all Ministries/Departments. Settle the anomalies raised in the National Anomaly Committee as also in the Departmental Anomaly Committees. Hold National Council meetings as specified in the JCM constitution.
(b) Remove the anomalies in the MACP Scheme.
(c) Grant recognition to all Associations/Federations, which have complied with the
formalities and conditions, stipulated in the CCS(RSA) Rules.
6. Fill up all vacant posts and create posts on functional requirements.
7. Stop downsizing outsourcing, contractorization, corporatization and privatization of Governmental functions.
8. Stop price rise. Strengthen the Public Distribution System (PDS).
9.
(a) Stop the proposal to introduce the productivity linked wage system.
(b) Discard the performance related pay structure.
(c) Introduce Productivity Linked Bonus in all Departments.
(d) Remove the ceiling on emoluments for bonus computation.
10. Revise the Overtime Time Allowance, Night duty allowance and clothing rates.
11. Implement all arbitration awards.
12. Make the right to strike a legal and fundamental right of the Government employees on par with the other section of the working class.
13. Grant Five promotions to all employees as is provided for in the case of Group A services.
14.
(a) Withdraw the Pension Fund Regulatory and Development Authority Bill.
(b) Rescind the decision to allow FDI in pension sector.
(c) Scrap the new contributory pension scheme.
(d) Extend the existing statutory defined pension scheme to all Central Govt. employees irrespective of their date of entry in Government service.
15. Vacate all Trade Union victimization, and more specifically in the Indian Audit and Accounts Department.

PA/SA DIRECT RECRUITMENT RESULT

It is informed that the circle wise final result of PA/SA direct recruitment exam will be announced during the period from 1st August to 30th September 2013. Valuation of exam papers already over and Hall permit for computer test will be issued shortly. It is proposed to have online computer test for the selected candidates. About 14 lakhs candidates appeared in the exam for PA for the vacancies around 5100.
