அன்புத் தோழர்களே ! தோழியர்களே ! வணக்கம் ! .    
NFPE  தமிழ் மாநில இணைப்புக்குழுவின் சார்பில்  நம்முடைய சம்மேளன வைர விழா மற்றும் நம்முடைய இயக்கத்தின் ஒய்வு பெற்ற  மூத்த தலைவர்களுக்குப் பாராட்டு விழா  நிகழ்வு குறித்த  அழைப்பிதழ் 
கீழே  காணவும்.

இது நமது குடும்ப விழா ! அனைத்து தலைவர்களையும் , நம் இயக்கத்தின் அகில இந்திய சங்கங்களின்  /மாநிலச் சங்கங்களின் நிர்வாகிகளையும் /கோட்ட/ கிளைச் சங்கங்களின் தளபதிகளையும்  அன்பான தோழர்களையும்  , தோழியர்களையும்  இருகரம் நீட்டி வருக வருக என வரவேற்புக் குழு சார்பில் இனிதே வரவேற்கிறோம். 
எந்த வேலை இருந்தாலும் தள்ளி வைத்து விட்டு இந்த விழாவில் கலந்துகொண்டிட வேண்டுகிறோம்.

கடந்த 60 ஆண்டுகளில் நம் இயக்கத்திற்காக  தங்கள் உடல் , பொருள் , நேரம்  என்று எல்லாவற்றையும்  அர்ப்பணித்து  அயராது பணியாற்றிய  மூத்த தலைவர்களை நாம்,  நம் காலத்தில் ஒருசேர அழைத்து பாராட்டு செய்வது என்பது ஓர்  அரிய  நிகழ்வு ஆகும். அரிய  வாய்ப்பும் ஆகும் .
இந்த  நாள் இனிய நாளாக அமையட்டும் .  
சென்னை மாநகரமே அஞ்சல்  தோழர்களால்  நிரம்பட்டும் ! 

இன்று அஞ்சல் துறையை CORPORATISE  செய்திட  TASK  FORCE  ஆல்  திட்ட முன் வடிவு  அரசுக்கு அளிக்கப் பட்டுள்ளது. அதனை எதிர்த்து  போராட  நம் சம்மேளன வரலாறு நமக்கு  உணர்வுகளை அளிக்கட்டும் !.  

நம் மூத்த தலைவர்களின்  போராட்ட வரலாறு நமக்கு வழி காட்டட்டும் !  உணர்வு கொள்வோம் !  உறுதி கொள்வோம் !  

தியாகங்களை நாமும்  மேற்கொள்ள தயாராவோம் !

அன்புத் தோழர்களுக்கு வணக்கம் . நாம்  நம்முடைய  மாநிலச் சங்கத்தின் சார்பில் ஏற்கனவே நடத்திய   நான்கு மண்டலங்களின் பயிற்சி வகுப்பில்
 நம் அஞ்சல் மூன்று மாநிலச் செயலரின் தலைப்பான   " அஞ்சல் துறையின்  எதிர்காலமும்  நம் தொழிற் சங்க கடமையும் " என்ற தலைப்பில் நம் துறை எதிர்காலத்தில்  BSNL  போல CORPORATION ஆக்கப் பட்டு தனியார் மயத்தை நோக்கி செல்ல உள்ளது என்பதை சுட்டிக் காட்டி வந்துள்ளோம் . 

NATIONAL POSTAL POLICY 2012 இன் அடிப்படையிலும்    I.T. MODERNISATION PROJECT 2012 இன் அடிப்படையிலும்   அரசின்  இந்த திரை மறைவுத் திட்டம்  நிறைவேற்றப்பட உள்ளதன் ஆபத்தை தெளிவாகவே  சுட்டிக் காட்டி வந்துள்ளோம்.

தற்போது " TASK  FORCE ON LEVERAGING  THE POST OFFICE NETWORK "  என்பது அமைக்கப்பட்டு அதன் அறிக்கையும் அரசுக்கு அளிக்கப்பட்டு விட்டது.  நாம் எதிர்பார்த்தபடியே  நம் துறையை  CORPORATISE  செய்திட அதில் பரிந்துரைகள் வழங்கப்பட்டுள்ளன என்பது  " NOW THE CAT IS JUMPED OUT OF THE BAG "  என்ற  மரபுச் சொல்லின் (IDIOM) அடிப்படையில்  நம்முடைய மாநிலச் சங்கம் ஏற்கனவே கூறி வந்த  செய்தி உண்மை  என அறியப்படுகிறது .

இந்திய அஞ்சல் துறை ஆறு பகுதிகளாகப் பிரிக்கப் பட்டு  'INDIA POST (FINANCIAL AND OTHER SERVICES) CORPORATION என்று மாற்றப்பட  பரிந்துரைக்கப்பட்டுள்ளது . இது COMPANY  சட்டத்தின் கீழ் கொண்டுவரப்படும்.

இதனை ஒட்டியே நம்முடைய  மத்திய அரசு ஊழியர் மகா சம்மேளன 
மாபொதுச் செலாளர்  தோழர். M . கிருஷ்ணன் அவர்கள் கீழே காணும்  கட்டுரையை நமக்கு அளித்துள்ளார்.  முழுவதும்  இதனை படித்திட நாம் வேண்டுகிறோம். 

அரசின் இந்த  மோசமான , நம்முடைய இலாகாவையே தனியாருக்கு தாரை வார்த்திடும்  முயற்சியை நாம் முறியடித்திட  வேண்டும். தொடர் போராட்டங்களை நாம் நடத்திட வேண்டிய  சூழ்நிலையில்   தற்போது  இருக்கிறோம். இதனை தெளிவாக அடிமட்ட ஊழியர்கள் வரை கொண்டு செல்ல வேண்டியது  நம் ஒவ்வொருவரின் கடமையாகும்.

NDA  AND UPA
TWO  SIDES  OF  SAME  COIN
               New Central Govt. under the leadership of our Hon’ble Prime Minister Shri. Narendra Modi has completed six months in office. As far as the common people and working class of this country is concerned, no positive action has been taken by the Govt. to mitigate their woes and grievances. Instead much negative steps are taken during this six months period.
                   Government has withdrawn the guidelines which controls the pricing of essential medicines through National Pharmaceutical Pricing Authority. As a result, the prices of essential medicines for treatment of cancer, blood pressure, colestorol, diabetics, heart-deceases etc will shoot up in the market. Prices of medicines for treatment of cancer itself which now costs Rs.8500 may go upto Rs.1,08,000/-. Pharmaceutical corporate companies are the beneficiaries.
                   Government has made its intention clear that the number of gas cylinders (LPG) per year will be reduced from existing 12 to 9 and also to link it to Aadhar and subsidies through direct cash transfer to Bank accounts. Earlier UPA Govt. has reduced the gas cylinders from 12 to 9 but subsequently it has been withdrawn the order due to widespread protests.
                   Govt. has deregularised the pricing of diesel. Earlier UPA Govt. has deregulated petrol prices and now the NDA Govt. has deregularised diesel price. Petroleum companies will now be free to decide the prices of petrol and diesel. Even-now the prices of petrol and diesel in India are 40% higher than the prices in the international market.
                   Govt. has decided to allow 100% Foreign Direct Investment (FDI) in Defence Production. Earlier this move of the UPA Govt. was opposed by NDA saying that it is against the national interest and security of the country. Defence production will now be completely privatised.
                   Govt. has decided to allow 100% FDI in Railways and also public-private-partnership (PPP). During his speech delivered in Australia Prime Minister has called upon the Industrialists of that country to country to invest in Indian Railways. Doors for privatisation of Railways is opened.
                   Govt. has decided to allow 49% FDI in Insurance sector. The bill for amending the Insurance Act for this purpose is pending in the Parliament and Govt. spokes person has hoped that the bill will be passed in this winter session of Parliament.
                   Govt. has decided to disinvest the share of all public sector nationalised banks upto 48%. Road map for privatisation of banking sector is drawn.
                   Govt. has made it clear that 100% FDI will be allowed in Pension Funds. The future of those who are under the New Pension Scheme will be uncertain due to Pension Fund Privatisation.
                   Govt has decided to sell the shares of profit making public sector undertakings such as ONGC, BHEL, coal India Ltd. etc to the tune of 25%.
                   Govt. has made it clear that Indian Post Office Act 1898 will be amended to facilitate grant of licences to multi-national courier services.  This will pave way for privatisation of postal sector.
                   While extending red-carpet welcome to the corporates and multinational companies, the Govt. has declared that all the labour laws which put hurdles before them will be amended. Govt. has already moved in Parliament Labour Law amendments to remove all the protections and rights now enjoyed by the working class including right to strike and right to form unions. 
                   Government has declared that all the loss-making public sector undertakings will be closed or privatised.  Air India, BSNL etc. are all in the hit-list.
                   Government has made it clear that its slogan is “minimum government and maximum governance”.  It has imposed a total ban on creation of new posts and for filling up of posts which are lying vacant for more than one year.
                   Regarding Central Government Employees, none of their legitimate demands are conceded by the Government.  DA merger, Interim Relief, Inclusion of Gramin Dak Sevaks (GDS) under 7th CPC, Date of effect of 7th CPC as 1-1-2014, Removal of 5% condition for compassionate appointment - everything stands rejected.
                   Regarding Postal employees none of the 39 demands raised by Postal JCA (NFPE & FNPO) is settled.  Three lakhs GDS are still not included in the 7th CPC and their future is uncertain, Revision of wages of Casual, Part-time, contingent employees with effect from 01-01-2006 is pending before the Government from 2008 onwards.  Cadre Restructuring, issues of Postmaster Cadre, Accountants, System Administrators, MMS etc. all pending or rejected. 
                   It is in the above background the Central Trade Unions, JCM National Council staff-side, Confederation of Central Govt. Employees & Workers and Postal JCA has decided to organise following agitational programmes.
1.      As a part of nation-wide agitation by all Central Trade Unions including BMS, INTUC, HMS, AITUC, CITU etc. has decided to organise Parliament March on 5th December, 2014 to protest against the anti-people, anti-labour policies of the NDA Government.  In the march they will declare future struggle programmes.
2.      All the organisations in the JCM National Council (Staff side) including Railways, Defence and Confederation has decided to organise a National Convention on 11th December, 2014 to decide future course of action for realisation of the legitimate demands of the Central Government employees.
3.      Postal JCA comprising NFPE, FNPO, AIPEU-GDS (NFPE) and NUGDS   has decided to organise a massive Parliament March of 20000 Postal& RMS employees including Gramin Dak Sevaks and Casual, Part-Time, Contingent employees on 4th December, 2014 demanding settlement of 39 point charter of demands.  PJCA has decided to go for indefinite strike.
                   NFPE calls upon the entirety of five lakhs Postal employees to participate in all the above programmes and make it a grand success.  Let us pledge that we shall continue our struggle till success.

JCM STAFF SIDE UNITY SHOULD BE FOR STRUGGLE

            History of Central Government Employees reveals that Government has taken undue advantage to deny the justified demands of the Central Government Employees, whenever there was disunity among the JCM staff side organizations. On the contrary, whenever staffside stood solidly united the Government was compelled to concede the legitimate rights of the employees to a great extent.

            After Fifth  Pay Commission recommendations, the JCM National council staffside submitted to Government a common charter of demands for modifications of the recommendations of the Pay Commission, which included upward revision of fitment formula and removal of certain glaring anomalies. When Government refused to concede it , notice for indefinite strike was given and finally the Government had to appoint a high-power Group of Ministers Committee under the chairmanship of then Home Minister Shri.Indrajith Gupta and negotiated with the staffside.  In the negotiations also the staffside took a united uncompromising stand which ultimately resulted in Government accepting the demand for 40% fitment formula and some other important demands.

            Unfortunately, when the Sixth Pay Commission recommendations were  submitted to Government, the JCM National Council Staffside miserably failed to take such a firm and united stand and no serious agitational programme was conducted demanding modification of the retrograde recommendations. Instead the dominant leadership of JCM staffside took a compromising stand and depended only on negotiated settlement , without mobilizing the entire rank and file membership behind the demands. Ultimately Government took advantage of this weakness of the leadership and unilaterally announced the implementation of the 6th CPC recommendations, without conceding majority of the genuine demands raised by the staffside during negotiations. Faulty formula adopted for calculation of  Need Based Minimum Wage , glaring disparity in fitment and fixation formula between lower level officials  and Group- A officers, unscientific pay band and grade pay system and serious anomalies arising out of it , MACP anomalies   everything remained as such  which could not be settled even after seven years.

            Again , when the Government announced the New Contributory Pension Scheme with effect from 01.01.2004 for the new entrants in Central Government Services without any consultation with the JCM National Council Staffside, the dominant  leadership of the JCM staffside did not protest and kept silent. This has emboldened the Government to go ahead with the implementation of the neo-liberal pension reforms. Had the entire JCM Staffside including Railways, Defence and Confederation taken a united stand to oppose the New Pension Scheme and given call for serious agitational programmes including indefinite strike the Government would not have dared to implement the NPS. Of course , Confederation of Central Government Employees and workers opposed the New Pension Scheme and has gone to the extent of conducting one day strike. JCM leadership raised the demand for roll-back of NPS after a very long time and by that time Government succeeded in fully implementing the scheme.

Confederation of Central Government Employees and workers has always stood for unity among the Central Government Employees .When confederation submitted a 15 point charter  to the UPA Government in 2011 demanding appointment of 7 th CPC , 5 year wage revision , Merger of 50% DA, Inclusion of Gramin Dak Sevaks under 7th CPC etc, the  other major organizations in the JCM were not ready to raise the demands in 2011. Finally confederation was forced to go it alone and conducted series of agitational programmes including Parliament March, one day strike and two days strike. Of course, the lonely struggle conducted by confederation represented the mood of the entirety of Central Government Employees and ultimately the Government was compelled to announce constitution of 7th CPC in the month of September 2013.
           
                        Now NDA Government which came to power after General   Election has rejected all the main demands of the Central Government Employees which includes merger of DA , Interim Relief , Date of  effect  from 01.01.2014 , inclusion of GDS in the terms of reference of 7th CPC ,scrapping of New Pension Scheme etc. Further Government declared 100% FDI  in Railways and Defence. Public Private Partnership in Railways was also announced in Railway budget. More than five lakhs posts are lying vacant in various Departments out of which about 2.5 lakhs vacancies are in Railways alone. The UPA Government has unilaterally announced the terms of reference of the 7th CPC rejecting the draft proposal submitted by JCM staffside.  The memorandum submitted by JCM staffside to the NDA Government for grant of merger of DA and Interim Relief also was totally neglected. The JCM Staffside leadership could not do anything and the employees are suffering. In fact the JCM staffside has become a laughing stock among the employees and its credibility in the eyes of the employees has eroded like anything.

                        It is in this background , eventhough belatedly , the JCM National Council Staffside has decided to organize a National Convention at New Delhi on 11th December 2014 , to discuss and finalise its strategy to combat the above humiliation meted out by the Government . Better late than never. The decision is well received by the entire Central Government Employees and they are eagerly waiting for the outcome of the convention.

                        NFPE  firmly believes that if the present unity among the JCM staffside organizations is not channelized for building up united struggle including indefinite strike of entire Central Government Employees the National Convention will become a futile exercise and an eye-wash to cool down the growing discontentment among the employees. This shall not happen. We firmly believe in the slogan raised by our late legendary leader Com K.G.Bose- i.e  “UNITY FOR STRUGGLE AND STRUGGLE FOR UNITY”. Such a stand alone can restore the lost glory of the fighting potential of the Central Government Employees and also shall regain the lost faith of employees in the JCM staffside leadership. We cannot be a party to any compromise on the genuine and justified demands of the workers. Let us hope that the JCM staffside leadership shall rise up to the occasion.

NEW DELHI: Ministers or their personal staff may no longer be able to get any work done by merely passing an 'oral' order as government officials have been advised not to go ahead with any decision unless written orders are issued by their immediate superiors.

The advisory, issued as part of an office memorandum at the behest of Prime Minister's Office (PMO) last week, will be applicable to staff across ministries where a junior official will carry out oral order of his/her senior only after getting written confirmation. Written confirmation of any oral order will be a must, irrespective of whether such instructions are in accordance with the rules or not.

In recent years, ministers have often been reluctant to record their observations and have instead instructed officials verbally. While some officers insist that orders be spelt out on file, in several cases, including some crucial ones, babus have gone ahead and complied with the ministers' wishes. By issue the latest missive, the PMO has also put ministers on alert. The instructions from the PMO are the latest in a series of advisories and orders on toning up the government and improving the overall decision-making process.

"If any officer receives oral instructions from the minister or from his personal staff and the orders are in accordance with the norms, rules, regulations or procedures, they should be brought to the notice of the secretary (or the head of department where the officer concerned is working in)", said the manual, referred to by the office memorandum (OM).

In case the orders are "not in accordance with the norms, rules, regulations or procedures", an official should approach the secretary "stating clearly that the oral instructions are not in accordance with the rules".



Though the government manual talks about certain exceptions during emergency/urgency or when a minister is on tour or sick, it still insists that the officer should obtain the order in writing from the minister's private secretary and get it confirmed when the minister returns.

The manual said, "In rare and urgent cases when the minister is on tour or is sick and his approval has to be taken on telephone, the decision of the minister shall be conveyed by his private secretary in writing. In such case, confirmation will be obtained on file when the minister returns to headquarters or rejoins."

Besides spelling out such dos and don'ts for babus on oral order, the ministry of personnel through the OM also instructed all ministries to conduct a regular weekly training programme for junior officials.

Noting that the present training structures were largely meant for senior civil servants as part of their "induction training" and "mandatory mid-career training", the OM, issued on October 17, said, "Perhaps, there is no training being imparted at ministry/department level covering all its Group B and C employees on same subject."

It noted that such training is also important for officials, ranging from UDC to under secretary, in this "era of rapid transformation and heightened expectation of prompt and effective public service delivery".

"The effectiveness with which the new policies are implemented will largely be dependent on the quality of civil service administration and the ability of its members to operate effectively in the changed environment. This requires a continuous focus on training of employees," said the OM.

Accordingly, the ministry of personnel advised all central departments to hold "an hour in-house weekly training" for all employees on a regular basis without dislocating their work.
