Sub : Examination for selection of eligible GDS to the cadre of PA/SA                 against the unfilled departmental vacancies for the year 2012 – reg.

             In accordance with the Directorate’s letter no. A.34012/10/2014-DE                                   dated 21.02.2014, it has been decided to hold the Examination among the GDS officials for selection to the cadre of PA/SA, for the unfilled departmental quota vacancies of 2012 in Tamilnadu Circle. The division-wise vacancy position for the examination is furnished in the Annexure.  This may be communicated to all GDS officials including those on leave.

  The Eligibility criteria are   :

1.   Educational Qualification  :   (i) Should  have  passed  10+2 or  12^th  class   from  a Recognized   University   or  Board  of  Secondary Education   with  English  as  a compulsory  subject   (excluding Vocational  streams)

                                                               (ii) Should  have  studied   Local  Language  of the  State   or Union  Territory   of the  Concerned  Postal  Circle,  or   Hindi   as  a  subject   at least  in  Matriculation  or  equivalent  level.  

2.   Age  Condition :    (i) The Gramin   Dak  Sevaks  should be  within  30  years  of  age     as   on  1-1-2012 (for  the year  to which  vacancy pertains  to) in r/o UR candidates

(ii)    Gramin  Dak  Sevaks  belonging  to Scheduled  Caste/Scheduled  Tribe   should  be  within  35  years  of  age  as  on 1-1-2012   and;

(iii)   those Gramin  Dak  Sevaks   belonging to Other Backward Classes   should be  within  33  years  of  age  as on  1-1-2012 ;

The  Gramin   dak sevaks   should  submit  an  attested    copy  of      Caste certificate  issued  by  the  Competent authority in  the  prescribed  format along  with  his    application.

3.    Service  Condition  :    The Gramin Dak  Sevaks   must  have put  in  minimum   5  years  of  regular  and continuous service   as  on  1-1-2012.

4.   Pattern of Examination : All  eligible  GDS belonging to  various  categories   who  have  the educational  qualification   of 10+2  or  12^th  class  pass from a recognized university or Board of School Education or Board of Secondary Education with English as a compulsory subject  and fulfilling  the conditions  cited  above shall  be  invited  for  appearing  in Aptitude test. (Paper I)    (No  weightage  for  marks  secured  by  the  Applicants   in 10+2  or  12^th class  will be  given  while  preparing  the  Merit Lists)

Aptitude Test (Paper-I) will be comprising four parts (Part A, B, C & D).  The duration of the Aptitude Test will be for 2 hours (120 minutes).  There is no negative marking. 

Part ‘A’	25 Questions on General Knowledge -  Questions on current events, sports, history, geography, basic economics, general politics, Indian Constitution, Science environment etc    (25 marks).
Part ‘B’	25 Questions on Mathematics of matriculation standard which may cover number system, simplification, decimals, corrections, simple and compound interest, percentage, average, profit and loss, discount, mensuration, Time & work and time & distance etc.  (25 Marks)
Part ‘C’	25 questions on English covering grammar (prepositions, adverbs, conjunction, direct/indirect speech, singular & plural, tenses, antonyms/synonyms etc.  (25 Marks)
Part ‘D’	25 Questions on Reasoning and analytical Ability.  (25 marks)

4.1.    Gramin  Dak  Sevaks    numbering   five  (5) times  the total number  of  vacancies  in  each  category i.e.,  OC,  SC, ST,  OBC, etc   shall be declared qualified in descending order of merit based on the marks secured by them in the Aptitude Test (Paper I)  for taking the Computer/Typing Test (Paper II).   The minimum qualifying marks to be obtained in each part of the Aptitude Test is prescribed as under:-

           

Unreserved candidates (OC)	40% i.e. 10 marks in each part and 40% in aggregate.  The candidate has to qualify in each part i.e. Part A, B, C & D besides securing prescribed aggregate marks.
OBC	37% i.e. 9 marks in each part and 37% in aggregate.  The candidate has to qualify in each part i.e. Part A, B, C & D besides securing prescribed aggregate marks.
SC/ST	33% i.e. 8 marks in each part and 33% in aggregate.  The candidate has to qualify in each part i.e. Part A, B, C & D besides securing prescribed aggregate marks.

4.2.     Computer/ Typing Test ( Paper  II)  :  The typing test  will  be  for  a duration  of   30  minutes  (15  minutes for  typing  and  15 minutes  for  data  entry)  consisting

one  passage  of  450  words  in  English   OR 375  words  in  Hindi  to be  typed  with 

a  minimum  speed  of   30  words per  minute or  25  words  per  minute  respectively.  Test in Data entry   will be  of  some figures   and  letters  each  carrying  equal  marks  on  computer. The  above  test  will be conducted   on  Computer  Key  board,  but  not  on  a  typewriter.    Further,  the candidates  have  to  secure  prescribed  qualifying  marks  in  this  test. The marks will be based on speed and accuracy.   This  is  a  combined  test,  and  marks  in  both the  components  put together will be  reckoned  for  qualifying.

5.      All  the  Divisional   heads  are  directed  for   giving  wide  publicity  to  this  Circular  for inviting  the  Applications  from  Gramin  Dak  Sevaks   in  prescribed  form. The last date for submission of prescribed applications by the Gramin Dak Sevaks is 27^th March, 2014.

6.    The  Divisional  heads   have  to  ensure  proper  verification  of  Date  of  birth,  service  condition,  Educational Qualification  and  caste  w.r.t.  proper  records   and  forward   the   applications of eligible  Gramin   Dak   Sevaks   along  with   a  list   to   reach   the  Regional  office   on  29.03.2014 and the region should forward the list  and applications to Circle office on  01/04/14.

7.   The  applications  should be accompanied by  proof  of  date  of birth, Educational Qualification,  and   Caste,  duly  recommended  by  the Divisional  head.  The   service  rendered  by  the Gramin Dak Sevaks  has  to be  certified  by  the  Competent  Appointing  Authority.

8.       No application  received   after  prescribed  closing  will be  entertained  under  any  circumstances.

All the Regional PMsG/Divisional Superintendents are requested to kindly call for the applications from the GDS officials in plain paper and after ascertaining the eligibility, supply the OMR kits to the eligible candidates.  In divisions, where there is no vacancy, the GDS of the Divisions should not be supplied with the applications.

or 

50 % Merger of DA with Basic

We have heard it so many times . Every one of us got tired of hearing this rumour again and again. But this time this news may not fade away just as a rumour.

Because the series of events that had happened until now listed below are telling that it will be come true soon.

1. Though there is no any demand from any corner to raise the retirement age of central government employees to 62 years, a parliamentary panel has recommended a proposal to increase the retirement age of government servants to 65 years. The report of the standing committee of Parliament on social justice and empowerment tabled in the Parliament on 7th of this month. Ample justification also was given for their recommendation to increase the retirement age.

2. A reliable source close to a Cabinet Minister told that, the Cabinet Minister himself, while addressing to the Trade Union Wing of his party told ‘the Central Government would announce some important decisions in respect of central government employees within a week or two. This will be good news for all the central government employees.’

3. A close ally of a Central Minister told that, in a meeting held with the leaders of the state unit of his party day before yesterday, the Minister told the Leaders ‘a proposal of increasing retirement age of central government employees to 62 years has been waiting for Cabinet nod. It is expected that the cabinet will clear this proposal within a week. After it gets the Cabinet Nod, the formal announcement will be made by Central Government before the Election announcement.’

The above information clearly indicates that some Good News for central Government Employees are waiting to be announced within a week or two. All the central government employees know what that good news is!

 The expected good news will be either increasing retirement age or Merging 50% DA with Basic Pay or Both!

இது நமது ஒற்றுமைக்குக் கிடைத்த வெற்றி ! நிச்சயம்  நம் ஒன்றுபட்ட குரலுக்கு மத்திய அரசு  பதில் சொல்லியே ஆக வேண்டும் ! கோரிக்கைகளில்  நாம் நிச்சயம்  வென்றே தீருவோம் !

மீண்டும்  அனைத்து பகுதி தோழர்களுக்கும் ,  தோழியர்களுக்கும்  எங்கள்  நெஞ்சு நிறைந்த நன்றியை காணிக்கை  ஆக்குகிறோம் !

அஞ்சல் ஊழியர்கள் வேலைநிறுத்தம்: தபால் சேவை பாதிப்பு

கிராம அஞ்சல் நிலையங்களில் பணியாற்றும் ஊழியர்களைப் பணி நிரந்தம் செய்ய வேண்டும் என்பது உள்ளிட்ட பல்வேறு கோரிக்கைகளை வலியுறுத்தி, அஞ்சல் துறை ஊழியர்கள் வேலைநிறுத்தப் போராட்டத்தில் ஈடுபட்டதால் நாமக்கல் மாவட்டத்தில் புதன்கிழமை தபால் விநியோகம் பாதிக்கப்பட்டன.

நாடு தழுவிய அளவில் கிராம அஞ்சலகங்களில் பணியாற்றி வரும் ஊழியர்களைப் பணி நிரந்தரம் செய்ய வேண்டும். 7-ஆவது ஊதியக் குழுவின் அடிப்படையில் ஊதியத்தை உயர்த்தி வழங்க வேண்டும். ஊதிய உயர்வை 1.1.2014 முதல் செயல்பாட்டுக்கு கொண்டு வரும் வகையில் நடவடிக்கை எடுக்க வேண்டும். என்பன உள்ளிட்ட 15 அம்சக் கோரிக்கைகளை வலியுறுத்தி இரண்டு நாள் வேலைநிறுத்தம் புதன்கிழமை தொடங்கியது.

அஞ்சல் ஊழியர்கள் சங்கம் சார்பில் நடத்தப்படும் போராட்டத்தையொட்டி, நாமக்கல் மாவட்டத்திலுள்ள 2 தலைமை அஞ்சல் நிலையங்கள், 55 துணை அஞ்சல் நிலையங்கள், 285 கிளை அஞ்சல் நிலையங்களில் புதன்கிழமை 82 சத ஊழியர்கள் பணிக்கு வரவில்லை. இதனால், தபால் பட்டுவாடா பணிகள் பெருமளவில் பாதிக்கப்பட்டன.

மேலும், அரசுத் துறைகளின் தபால்கள் அனுப்புதல், பதிவு, விரைவு அஞ்சல், பணம் அனுப்புவது, கிராமக் காப்பீட்டுத் திட்டத்தில் பிரீமியம் தொகை வசூல் செய்தல், அஞ்சலக சேமிப்பு வசூல், முதியோர்களுக்கு ஓய்வூதியம் விநியோகம் செய்தல் உள்ளிட்ட பணிகளும் கடுமையாக பாதிக்கப்பட்டன.

இதுகுறித்து தேசிய அஞ்சல் துறை ஊழியர்கள் சங்க நிர்வாகிகள் கூறியது:

15 அம்சக் கோரிக்கைகளை வலியுறுத்தி இருநாள் வேலைநிறுத்தப் போராட்டம் அறிவிக்கப்பட்டு நடத்தப்படுகிறது. இதில், மொத்தம் உள்ள 968 அஞ்சல் துறை அலுவலர்கள், ஊழியர்களில் 114 பெண்கள் உள்பட 886 பேர் வேலைநிறுத்தத்தில் ஈடுபட்டுள்ளனர். இதனால், அஞ்சல் நிலையங்களில் பணிகள் பெருமளவில் பாதிக்கப்பட்டுள்ளன. தவிர, அஞ்சல் காப்பீட்டு சேமிப்பு கணக்குகள், கிராம காப்பீட்டுத் திட்டம் மூலம் நாள்தோறும் நடைபெறும் சுமார் ரூ.5 கோடி அளவிலான பணப் பரிவர்த்தனைகளும், வசூல் பணிகளும் நடைபெறவில்லை என்றனர்..... தினமணி  செய்தி.

மத்திய அரசு ஊழியர்கள் வேலைநிறுத்தம்: அஞ்சல் துறை, வருமான வரித் துறை பணிகள் பாதிப்பு

மத்திய அரசு ஊழியர்களின் வேலைநிறுத்தப் போராட்டம் காரணமாக மதுரையில் அஞ்சல் துறை, வருமான வரித் துறை அலுவலகங்களில் பணிகள் பாதிக்கப்பட்டன.

  ஏழாவது ஊதியக் குழுவை அமைக்க வேண்டும், 50 சதவீத பஞ்சப்படியை அடிப்படை சம்பளத்துடன் இணைத்து வழங்க வேண்டும், ஊதிய வரையறைக்குள் கிராமப்புற அஞ்சலக ஊழியர்களையும் கொண்டு வர வேண்டும். புதிய ஓய்வூதியத் திட்டதைத் திரும்ப பெற வேண்டும் என்பன உள்ளிட்ட 15 அம்ச கோரிக்கைகள் வலியுறுத்தி புதன், வியாழன் (பிப்.12 மற்றும் 13) இருநாள் வேலைநிறுத்தப் போராட்டத்துக்கு மத்திய அரசு ஊழியர் மகா சம்மேளனம் அழைப்பு விடுத்தது.

 இப் போராட்டத்தில் அஞ்சல் துறை, வருமானவரி, கல்பாக்கம் அணு ஆராய்ச்சி நிறுவனம், மத்திய சுகாதாரத் துறை உள்ளிட்ட 45-க்கும் மேற்பட்ட துறைகளில் உள்ள மத்திய அரசு ஊழியர் சங்கங்கள் வேலைநிறுத்தத்தில் பங்கேற்பதாக அறிவித்தன.

 இதன்படி, மதுரையில் அஞ்சல் துறை, வருமான வரித் துறை, கலால் துறையினர் வேலைநிறுத்தப் போராட்டத்தில் பங்கேற்றனர். அஞ்சல் துறையைப் பொருத்தவரை தபால் நிலையங்கள் முழுமையாகச் செயல்படவில்லை. ஓரிரு தபால் நிலையங்கள் திறந்திருந்தாலும் பொதுமக்களுக்கான சேவைகள் வழங்கப்படவில்லை. இதனால், பொதுமக்கள் பாதிக்கப்பட்டனர். மதுரை (மீனாட்சி பஜார்), தல்லாகுளம், அரசரடி ஆகிய தலைமை தபால் நிலையங்கள் முன்பு தபால் ஊழியர்கள் ஆர்ப்பாட்டம் நடத்தினர்.

  அகில இந்திய தபால் ஊழியர் சங்கங்களான என்.எப்.பி.இ. மற்றும் எப்.என்.பி.இ. சங்கங்களின் உறுப்பினர்கள் வேலைநிறுத்தப் போராட்டத்தில் முழு அளவில் பங்கேற்றனர். தல்லாகுளம் தபால் அலுவலகத்தில் இருந்து மட்டும் விரைவு தபால் பட்டுவாடா செய்யப்பட்டுள்ளது. மற்ற தபால் நிலையங்களில் ஸ்டாம்ப் விற்பன உள்ளிட்ட இதர சேவைகள், தபால் பட்டுவாடா நடைபெறவில்லை. இப் போராட்டம் வியாழக்கிழமையும் நடைபெறும் என்று என்.எப்.பி.இ. கோட்டச் செயலர் எஸ்.சுந்தரமூர்த்தி தெரிவித்தார்.  வருமான வரித் துறை ஊழியர் சங்கம் முழு அளவில் போராட்டத்தில் பங்கேற்றுள்ளது. ஏறத்தாழ 170 ஊழியர்கள் பங்கேற்றுள்ளனர் என்று வருமான வரி ஊழியர் சங்க ஒருங்கிணைப்புச் செயலர் ஆர்.ஷியாம் தெரிவித்தார்.

பல்வேறு கோரிக்கைகளை வலியுறுத்தி திருவண்ணாமலை மாவட்ட தபால் துறை அலுவலர்கள் புதன்கிழமை வேலை நிறுத்தப் போராட்டத்தில் ஈடுபட்டதால் 477 தபால் நிலையங்கள் மூடப்பட்டன.

 ஐம்பது சதவீத அகவிலைப்படியை அடிப்படைச் சம்பளத்துடன் இணைத்து பென்ஷன் வழங்க வேண்டும். மத்திய அரசின் 7-வது ஊதியக் குழுவை 2014 ஜனவரி முதல் அமல்படுத்த வேண்டும் என்பன உள்ளிட்ட பல்வேறு கோரிக்கைகளை வலியுறுத்தி இந்தியா முழுவதும் உள்ள 12 லட்சம் மத்திய அரசு ஊழியர்கள் 2 நாள் வேலை நிறுத்தப் போராட்டத்துக்கு அழைப்பு விடுத்திருந்தனர். அதன்படி, புதன்கிழமை (பிப்ரவரி 12) இப்போராட்டம் தொடங்கியது.

 திருவண்ணாமலை மாவட்டத்தில் திருவண்ணாமலை, ஆரணி தலைமை தபால் நிலையங்கள், 73 கிளை தபால் நிலையங்கள், 402 கிராமப்புற அஞ்சலகங்களில் பணிபுரியும் அனைத்து அலுவலர்களும் இப்போராட்டத்தில் ஈடுபட்டுள்ளனர். எனவே, மாவட்டத்தில் மொத்தமுள்ள 477 தபால் நிலையங்களும் புதன்கிழமை காலை முதலே மூடப்பட்டு இருந்தன.

பொதுமக்கள் அவதி: வழக்கம்போல, கடிதங்களை அனுப்பவும், பணம் செலுத்தவும், பணம் எடுக்கவும் வந்த ஏராளமான வாடிக்கையாளர்கள் ஏமாற்றத்துடன் திரும்பிச் சென்றனர்.

இதேநேரத்தில், தனியார் கூரியர் நிறுவனங்களில் வழக்கத்துக்கு மாறாக ஏராளமான வாடிக்கையாளர்கள் குவிந்திருந்தனர்.

 7-வது ஊதியக் குழுவிற்கான ஆய்வு எல்லை வரையரை ஏற்கப்படவேண்டும். ஊழியர்களின் ஊதியக்குழு மாற்றியமைக்க வேண்டும், கிராமப்புற அஞ்சல் ஊழியர்களை இலாகா ஊழியர்களாக்க வேண்டும் என்பன உள்ளிட்ட 15 அம்ச கோரிக்கைகளை வலியுறுத்தி செஞ்சி தலைமை தபால் நிலையம் முன் ஆர்ப்பாட்டம் நடைபெற்றது.

   ஆர்ப்பாட்டத்துக்கு தபால் ஊழியர்கள் சங்க உதவிச் செயலர் கார்த்திகேயன் தலைமை வகித்தார். மாநில உறுப்பினர் தங்கராஜ், பி.எஸ்.எல்.என்.சுடரொளிசுந்தரம் ஆகியோர் சிறப்புரையாற்றினர்.

உள்ளிட்ட அஞ்சல ஊழியர்கள் கலந்து கொண்டனர்.

  இதனால் செஞ்சி மற்றும் செஞ்சி வட்டாரத்தில் உள்ள 99 தபால் நிலையங்கள், 11 துணை அஞ்சல் நிலையங்களில் பணிகள் பாதிக்கப்பட்டன.

அஞ்சல் ஊழியர்கள் வேலைநிறுத்தத்தால், தருமபுரி, கிருஷ்ணகிரி மாவட்டங்களில் புதன்கிழமை தபால் சேவைகள் பாதிக்கப்பட்டன.
ஊதிய உயர்வு, பணிநிரந்தம், 7-ஆவது ஊதியக் குழுவை விரைந்து உருவாக்கி, அதில் சங்கத்தின் தலைவரை பிரதிநிதியாக சேர்க்க வேண்டும் உள்ளிட்ட பல்வேறு கோரிக்கைகளை வலியுறுத்தி அகில இந்திய அஞ்சல் ஊழியர்கள் சங்கம் சார்பில் வேலைநிறுத்தம் போராட்டம் நடைபெற்றது.
தருமபுரி தலைமை அஞ்சல் அலுவலகம், தருமபுரி கோட்டத்தில் உள்ள 30-க்கும் மேற்பட்ட அஞ்சலகங்களில் பணிபுரியும் சுமார் 80 சத ஊழியர்கள் இந்த வேலைநிறுத்தப் போராட்டத்தில் கலந்து கொண்டனர்.
இதனால், விரைவுத் தபால், பதிவுத் தபால் உள்ளிட்ட சேவைகள் பாதிக்கப்பட்டன.
வேலைநிறுத்தப் போராட்டத்தையொட்டி, பெரும்பாலான அஞ்சல் நிலையங்கள் மூடப்பட்டிருந்தன. மேலும், தலைமை அலுவலகம், துணை அஞ்சல் அலுவலகங்கள் திறந்திருந்தன. ஊழியர்கள் பணிக்கு வராததால், இந்த அலுவலகங்கள் வெறிச்சோடிக் காணப்பட்டன. வேலைநிறுத்தப் போராட்டம் வியாழக்கிழமையும் தொடர்ந்து நடைபெறுகிறது
கிருஷ்ணகிரியில்... கிருஷ்ணகிரி அஞ்சல் கோட்டத்தில் தலைமை அஞ்சல் நிலையம் மற்றும் 200 அஞ்சல் நிலையங்களில் தபால் பட்டுவாடா பணிகள் அனைத்தும் முற்றிலும் முடங்கியது. கிராம காப்பீட்டுத் திட்டத்தில் தவணைத் தொகை வசூல் செய்தல், அஞ்சலக சேமிப்பு வசூல், முதியோர் ஓய்வூதியம் விநியோகம் செய்தல் போன்ற பல்வேறு சேவைப் பணிகள் பாதிக்ப்பட்டன.
இதுகுறித்து தேசிய அஞ்சல் துறை ஊழியர்கள் சங்க கிருஷ்ணகிரி கோட்டச் செயலாளர் எஸ்.செல்வம் கூறியது:
கிருஷ்ணகிரி கோட்டத்தில் இந்த வேலை நிறுத்தத்தால் அஞ்சல் துறையின் 80 சதப் பணிகள் பாதிக்கப்பட்டுள்ளன.
400-க்கும் மேற்பட்ட ஊழியர்கள், அலுவலர்கள் இந்த வேலைநிறுத்தத்தில் பங்கேற்றுள்ளனர் என்றார் அவர்.

Postal services badly hit by central staff strike- THE HINDU

Work at central government offices here was partially affected on Wednesday as employees started their two-day all-India strike demanding inclusion of the employees’ confederation in the recently set up 7th central pay commission.

Employees in nearly 40 central government departments, including postal, rail mail service, income tax, central excise, audit and accounts, Survey of India and census, stayed away from work as per the strike call given by the Confederation of Central Government Employees and Workers (CCGEW).

While most central government offices in the city were affected, the impact was more in the districts, said P.S. Prasad, general secretary of CCGEW, Karnataka State unit. “The strike had maximum impact in the rest of the State, especially in the coastal districts,” he added.

Work in the Postal Department seems to have been worst hit. A large number of post offices across the State were closed. “Postal delivery, money orders and postal accounts have been affected. Normal services will be restored only on Friday,” Mr. Prasad said.

In all, about 15,000 employees and workers in the State, including about 6,000 in Bangalore, took part in the strike, which will continue on Thursday.

Demands

The confederation has placed a 15-point charter of demands before the government. In this, it has urged the government to accept the terms of reference submitted by the staff for the 7th pay commission, ensuring revision of wages of the employees every five years, compassionate appointment, filling up of all vacant post, and stopping downsizing, outsourcing and privatisation of government work.

THE HISTORIC 48 HOURS NATION WIDE STRIKE COMMENCED AT 00:00 HRS ON 12.02.2014

13 LAKHS  EMPLOYEES INCLUDING 5 LAKHS POSTAL EMPLOYEES  JOINED  THE BIGGEST STRIKE OF CENTRAL GOVT. EMPLOYEES AFTER 1968 ON CENTRAL GOVERNMENT EMPLOYEES COMMON DEMANDS.

FUNCTIONING OF ALL CENTRAL GOVT. OFFICES (OTHER THAN RAILWAYS & DEFENCE) COMPLETELY PARALYSED AND CAME TO A STANDSTILL. 1,55,000POST OFFICES AND RMS OFFICES INCLUDING BRANCH POST OFFICES CLOSED.

WARNING AND THREAT OF VICTIMISATION BY THE GOVT COULD NOT DETER THE EMPLOYEES FROM JOINING THE STRIKE.

PENT UP DISCONTENTMENT AND ANGER OF THE EMPLOYEES BURST OUT LIKE A VOLCANO.

EVERYWHERE ENTIRE EMPLOYEES ARE ON STRIKE AND IN MAJORITY OF THE STATES/CIRCLES AND DEPARTMENTS IT IS ALMOST NEAR TOTAL.

UPA GOVERNMENT  IS NOT READY TO CONCEDE ANY OF OUR DEMANDS, JUST AS IN THE CASE OF BANK EMPLOYEES.

CONTINUE THE STRIKE ON 13TH FEBRUARY ALSO.
