        Sub:  Subjects for bi-monthly meeting  with the PMG, WR on 29.12.2015  - Reg.

The under mentioned item of subjects are proposed to be taken up for discussions with the PMG, WR during the ensuing bi-monthly meeting. The same may kindly be entertained.

The old items pending unsettled may kindly be added with the new subjects.

New Items:-  
1.     Request to stop harassment of the officials by fixing Target for RPLI/SB Accounts and calling the officials to R.O. in the name of poor performer. The CPMG,TN  categorically assured that, no target has been fixed to indoor officials and there will be no harassment in the name of either RPLI or SB account opening. It is officially recorded in the RJCM minutes also but blatantly violated in Western Region.

2.  Request for dequarterisation / suspension of quarters of various offices in Namakkal Division.

i) Case of  Chithalanandur S.O. -  The quarters portion is insufficient and unfit for occupation. The issue has been discussed with the SPOs by the Divl. Union and it is reported that the proposal has been forwarded to R.O. for approval. ii)Suspension of quarters of Pallipalayam Agraharam S.O. -  There is no basic amenities in the quarters. This issue has also been discussed with the SP but no action seems to be taken.

3.  Request to attend various office maintenance works like repairing/ replacing outlived UPS/Batteries, supply of cash counting machines etc.

Eg. i) In Erode Dn. UPS/Batteries have to  be replaced in more than 20 offices out of 68 offices including three HPOs. ii)In Udumalpet HO of Pollachi dn. all the batteries are not supporting even for Few seconds.  Whenever power cut occurs even on minor works, the server is suddenly closed which Results in loss of data.
iii)  In Tirupur area , being business centric for all States, floating of fake currencies is at high  and almost  all the offices are required fake currency detector and  further in all HOs and  major S.O.s  cash counting machine  is much  required.

The under mentioned office bearers will be attending   the   meeting.  Necessary arrangements may kindly be made for granting special CL and relief to them.

25 banks & institutions keen on India Post Payments Bank venture

As many as 25 commercial banks and institutions including Deutsche Bank, State Bank of India, Punjab National Bank, Axis Bank, Yes Bank and IDBI have evinced interest in partnership with India Post for their payments bank venture.

The postal department has also floated tender for appointing consultants for the new venture and likely to finalise the consultant by next month, a senior official from the department of posts told Business Standard.
"We are in the process of appointing a consultant. Subsequently, we will take a decision on the various proposals by banks and institutions which might take few months. We are evaluating the proposals," the official said.

In August this year, RBI approved Payments Bank plans of 11 firms including Paytm, Reliance Industries, Bharti Airtel, Departments of Posts (DoP), Vodafone and others.

The official said such partnerships could be beneficial for end users and could enable offerings of mutual funds, insurances and other related products to the customers.

As per RBI guidelines, the first branch of payments bank has to be set up within 18 months. Payments bank will be able to offer products such as demand deposits and remittances. They will not be allowed to undertake lending activities and will initially be restricted to hold a maximum balance of Rs 1 lakh per customer. However, they will be allowed to issue ATM or debit cards as other prepaid payment instruments, but not credit cards.

Money remittance is a big segment and 55-60 per cent of these happen in the unorganised sector while the total market is estimated to be Rs 2 lakh-crore, half of which is in the informal sector.

DoP is in the process of preparing a note for approval by the Public Investment Board (PIB) for an investment of around Rs 300-400 crore for Payments Bank.

After PIB, an approval will be sought from the Cabinet. A wholly-owned subsidiary will be carved out under the DoP for payments bank, which will later become an umbrella firm for a full Bank and professionals will be roped from the private sector to manage the new firm

Under the payments bank, the initial plan is to have 650 main branches where the department has head or bigger post offices. Subsequently, 25,000 'spoke' branches will be set up while the other 130,000 POs will act as business correspondents. The new unit will use the existing infrastructure of the postal department and will pay user charges to the department.

According to an earlier detailed project report by Ernst & Young for DoP, the payments bank will be able to break-even in five years, once operations start. And, DoP will earn revenue of Rs 250 crore in the first year from the new banking entity, expected to go up to Rs 600-700 crore annually in the five years.

INDEFINTE STRIKE FROM 1ST WEEK OF MARCH 2016

Meeting of the National Joint Council of Action (Railways, Defence and Confederation) was held on 08.12.2015 at JCM National Council Staff Side office, New Delhi. Detailed deliberations on 7th CPC related issues (including Gramin Dak Sewaks and Casual, Contract and daily-rated workers) was held and a Common charter of demands was finalized. It is further decided that the NJCA shall go on indefinite strike from the 1st week of March 2016, if the Government fails to reach a negotiated settlement with the staff side before 1st week of February 2016. A letter intimating this decision will be given to the Government shortly along with the common charter of demands. Letter to Government and charter of demands will be published in the website within two days.

Suggestions on 7th CPC Recommendations

The following observations on the 7th CPC recommendations are placed before the CHQ on behalf of this union.
1.     The minimum pay of Rs.18000/- fixed by the 7th CPC is very unscientific .The price of the essential commodities considered by the 7th CPC for arriving the minimum pay according to Akroyd Formula is irrational and is very much less than the open market price.  The calculation has to be revised with actual market price and the minimum pay of not less than Rs.26000/- has to be recommended.
2.    The fitment formula has to be raised as 3.7 as we demanded.
3.    The contribution towards NPS should be reduced to 6%.
4.    The multi works performed by the Postal Assistants has been duly considered by the 5thCPC and higher pay than the other central government clerical staff is recommended for Postal Assistants which is not in the 7th CPC.  Besides, we have surrendered many posts for TBOP and BCR which is not in other departments.  So, higher pay recommended for Postal Assistants in earlier CPCs should be restored.
5.    The abolition of various allowances and advances is retrograde and all allowances and advances should continue.  While special pay/allowance are being given to the cashiers in banks and PSUs, refusing the same to the Government employees is irrational.
6.    The recommendation of the 7th CPC not to bring the allowances of the GDS under Government exchequer is very dangerous and should not be accepted at any cost
7.    The reduction in the rate of HRA should be as in the past viz 10%,20% and 30%
8.    The reduction in the CCL for the second 365 days should be scraped and existing system should continue.
9.    The tightened norms for MACP and increment are barbaric and trying to make employees as slaves.  The restoration of Efficiency Bar should not be accepted.
10.        The benefit on increment is very low and annual increment @ 5%  
    to be demanded.  Likewise, the financial uplift at the time of
    promotion is very low.  Hence 2 increments at the time of
    promotion subject to a minimum of Rs.3000/- to be demanded.

ஏழாவது ஊதியக் குழுவின் பரிந்துரைகளின்  மீதான   உத்திரவுகளை  பிறப்பிப்பதற்கு முன்னர்  துறை வாரியாக மற்றும்  அங்கீகரிக்கப் பட்ட தொழிற் சங்கங்களுடன்  கலந்து பேசி  முடிவுகள் எடுக்க   SECRETARY LEVEL EMPOWERED COMMITTEE அமைக்கப்பட்டுள்ளது.  பரிந்துரைகளின் மீது எழுப்பப்படும் பிரச்சினைகளை பரிசீலனை செய்து  அதன் மீது  முடிவுகளை எடுத்திட மூன்று வார காலம் அவகாசம்  அளிக்கப்பட்டுள்ளது.

இது  குறித்து மத்திய அரசு ஊழியர்  மகா சம்மேளனம் ஏற்கனவே  அறிவிப்பு வெளியிட்டுள்ளது.  இது  ஏற்கனவே நம் தமிழ் மாநில அஞ்சல் மூன்று வலைத்தளத்தில் பிரசுரிக்கப் பட்டுள்ளது. அதன் முக்கிய  பகுதி கீழே  காணலாம் .

பொதுக் கோரிக்கைகள் மீது, ஊதியக் குழுவின்  பரிந்துரைகளில் எவ்வாறு மாற்றம் வேண்டும் என்பதை ஊழியர்கள்  அனைவரும்  எதிர்  வரும் 5.12.2015 க்குள் மகா சம்மேளனத்தின்  மாபொதுச்  செயலர் தோழர். M . கிருஷ்ணன் அவர்களுக்கு ஈமெயில்  மூலம் கீழ்க் காணும்  முகவரியில் தெரிவிக்கலாம் .
